Tenders are invited for Consultant to Review and Update the Financial Policy of WND-Lebanon. Closing Date: Sunday, 23. Aug 2026 Intervention Sector(s): Development Remuneration range: 1000 to 2000 (USD) Duration of Contract: 2 Months Background: Women Now for Development defines itself as a feminist, women-led NGO dedicated to deepening and strengthening the role of women in Syrian and host communities by enhancing their political, social, and economic participation. Women Now for Development Lebanon is a local non-governmental organization implementing programs in two Women and Girls Safe Spaces (WGSS) in Bekaa, Lebanon, reaching thousands of women and girls annually. As part of strengthening its financial systems and governance, WND aims to review and update its existing Financial Policy and related financial governance documents to ensure alignment with donor requirements, Lebanese legal and regulatory requirements, and recognized best practices. The consultancy will also identify recommendations for broader organizational improvements that support effective implementation of the revised financial framework. General Objective: The purpose of this consultancy is to review and update Women Now for Developments existing Financial Policy and related financial governance documents to ensure alignment with Lebanese legal requirements, donor compliance standards, and organizational best practices. The consultant shall also identify recommendations for broader organizational improvements that support effective financial governance, internal controls, and implementation of the revised policy. Specific Objectives: Review, restructure, and enhance the financial Policy and operational frameworks: To align the organizations financial frameworks with current Lebanese labor and tax laws, as well as international donor compliance standards (8.5%, VAT, MOF reporting deadlines for declarations). To annex a brief summary of the established Cost-Allocation Methodology to the financial framework in line with evolving donor requirements. To identify and bridge gaps in existing financial workflows to prevent fraud, mismanagement, and errors, ensuring high levels of institutional integrity. To review existing job descriptions of finance and operations staff and provide recommendations where modifications are required to support segregation of duties, updated compliance requirements, and implementation of the revised Financial Policy. To review roles and authorities within the finance team to ensure a strict "four-eyes" principle (dual authorization) is systematically applied to all financial transactions. To produce a structured, user-friendly Financial Manual that provides clear operational guidance for both finance and non-finance staff on procurement, expenses, and budget management, eliminating redundant steps where possible. To identify capacity-building requirements (legal requirements) necessary to support implementation of the revised Financial Policy, Financial Procedures Manual, and related governance documents. Scope of Work: Legal & Regulatory Compliance: Align financial reporting and payroll rules with Ministry of Finance requirements, current labor laws, and social security regulations, ensuring donor compliance matches Lebanese legal contexts. Internal Controls & Process Improvement: Review workflows to strengthen internal control structures, segregation of duties, and authorization thresholds. Review of Financial Governance Documents: Review and update the existing Financial Procedures Manual to ensure consistency with the revised Financial Policy and alignment with related governance documents, while maintaining separate operational procedures where appropriate. Human Resources & Capacity Building: Review existing finance and operations job descriptions and provide recommendations where amendments are required to support implementation of the revised Financial Policy. Financial Manual Development: Draft, review, and finalize a comprehensive, clear, and user-friendly financial operational manual tailored for both finance and non-finance personnel. Deliverables: Deliverable 1: Inception report detailing the gap assessment findings, regulatory compliance review, and proposed structural outlines. Deliverable 2: First draft of the updated Financial Policy, revised Financial Procedures Manual, together with recommendations for amendments to relevant job descriptions and organizational improvements. Deliverable 3: Final approved Financial Policy, Financial Procedures Manual, related governance documents, and a Recommendations Report covering job description amendments, capacity-building requirements, and organizational improvements identified during the review. Deliverable 4: Delivery of presentation session to support implementation of the revised Financial Policy and Financial Procedures Manual. Timeline: The total level of effort for this consultancy is estimated at 10 working days, structured across an approximate 6-week period to allow adequate time for internal review, feedback cycles, and training setup. Phase 1: Assessment & Inception (2 working days) Kick-off meeting, desk review of existing documents, and gap assessment of financial workflows and internal controls. Phase 2: Compliance & Regulatory Alignment (2 working days) Reviewing payroll, tax, and social security updates against Ministry of Finance regulations. Phase 3: Policy, Manual, & Framework Drafting (2 working days) Submission of the revised Financial Policy and Financial Procedures Manual, together with a recommendations report outlining the organizational adjustments required to support implementation. The report shall assess the alignment of the revised financial framework with the current organizational structure, roles, and responsibilities, and identify any recommended amendments to existing job descriptions where necessary. Phase 4: Review & Feedback Incorporation (2 working days) Circulation of first drafts to senior leadership, capturing feedback, and executing necessary amendments. Phase 5: Presentation & Handover (2 working days) Finalization of all documents, formal handover, and delivery of a presentation for relevant staff. Safeguarding Requirements: Comply at all times with WND-Lebanon Safeguarding Policy, PSEA standards, and Code of Conduct. Maintain strict confidentiality of all financial, HR, and organizational information accessed during the assignment. Uphold the highest standards of professional and ethical conduct, and avoid any behavior that may expose staff, systems, or the organization to risk. Report any safeguarding, misconduct, or integrity concerns identified during the assignment in accordance with WND reporting procedures. The selected consultant will be required to sign and adhere to WND safeguarding and ethical conduct commitments prior to commencement of the assignment. Acknowledge that any breach of safeguarding requirements or ethical standards may result in immediate termination of the contract. Qualifications of the Consultant/Team: Proven experience in financial management, cost allocation, or grants management. Advanced degree in Finance, Accounting, Business Administration, Economics, or a related field. Professional certifications (preferred): CPA, ACCA, CMA, or DipIFR. Proven experience in the NGO/humanitarian or development sector working with multi-donor funded projects. Demonstrated knowledge of donor regulations. Expertise in developing and implementing financial and operational policies. Strong understanding of governance best practices, and leadership development frameworks. Excellent facilitation, coaching, and report-writing skills. Knowledge of the local context and legal/financial challenges facing NGOs in Lebanon. Knowledge of safeguarding principles, including PSEA and accountability standards, with the ability to integrate these considerations into organizational policies and procedures. Commitment to comply with WND-Lebanon Code of Conduct, Safeguarding Policy, and ethical standards throughout the assignment. Reporting and Supervision: The consultant will report directly to the Country Director and the Finance coordinator, finance team, Programs team, and senior leadership team.
