Tenders are invited for Institutional and Operational Capacity Assessment Consultancy Assignment Service Location: West Bank and Jerusalem The Palestinian NGOs Network (PNGO) is a coordination framework for the NGO sector in Palestine that has a developmental vision towards; empowering and protecting the autonomy of the Civil Society, consolidating its role in the national struggle and democratization process, based on the principles of democracy, social justice, rule of law and respect for human rights through; lobbying public opinion, mainstreaming of society concerns into public policies, plans and programs, contributing to mobilizing civil society resources and consolidating coordination and networking. PNGO is implementing Voices of Resilience: Strengthening Palestinian Civil Society for Governance, Accountability, and Solidarity - RAWAFED project funded by The European Union. The project is designed to reinforce the role of Palestinian civil society as a central actor in governance, accountability, and democratic participation. Background The Palestinian civil society organizations are currently facing unprecedented challenges due to constraints of civic space, where civil society infrastructure has been devasted by war in Gaza, shrinking freedoms and severe restrictions across Jerusalem and West Bank. At the same time, coordination gaps, shrinking civic space, and limited representation in policy and recovery discussions have weakened the collective role of civil society. Rawafed project is a 3-year duration aims to strengthening local civil society organizations (CSOs) ability to engage as actors of good governance and development by promoting a stronger, more coordinated, and more resilient Palestinian civil society capable of influencing public policy, safeguarding civic freedoms, and driving accountability at all levels. The Coordination Council for Palestinian NGOs established in 2015 as civic Palestinian platform that aims to represent the Palestinian Civil Society vision, specifically in democratic work and reform of developmental policies.
