Tenders are invited for Enumerator in Akkar and North Lebanon Governorates Closing Date: Thursday, 20. Aug 2026 Intervention Sector(s): Shelter and Non-Food Items Objectives of the Position: The primary objective of the Enumerator is to support RMFs Shelter Emergency Response through the identification, screening, assessment, and monitoring of vulnerable internally displaced households residing outside and inside of collective shelters in North Lebanon and Akkar. The Enumerator will conduct phone-based screening, household and shelter assessments, data collection and validation, follow-up calls, and PDM activities for households referred through validated databases and protection/referral mechanisms, in accordance with the CFS and CFR guidance, project procedures, and RMFs assessment tools. The Enumerator will contribute to ensuring that eligible displaced households have equitable, inclusive, and safe access to adequate shelter assistance. Key Responsibilities: Data Collection: Conduct thorough and accurate field assessment surveys and online surveys for eligible IDP households as part of RMFs Shelter Emergency Response. Documentation: Record detailed information on household conditions, needs, and eligibility criteria. Coordination: Liaise with the project coordinator and supervisors to ensure activities are aligned with project timelines, objectives, and RMFs Shelter Emergency Response. Compliance: Adhere strictly to project protocols, guidelines, and ethical standards during data collection, reporting, and community engagement. Communication: Provide timely feedback and updates to project management on progress, challenges, and any necessary adjustments. Community Engagement: Communicate clearly with residents to explain the purpose of the assessment and ensure informed participation. Teamwork: Collaborate effectively with fellow Enumerators and project team members to achieve collective project goals under RMFs Shelter Emergency Response. Qualifications and Experience: Minimum: High school diploma (Baccalaureate or equivalent). Language: Basic knowledge of English (reading and writing). Previous experience in field data collection, surveys, or assessments. Familiarity with Cash for Shelter/Cash for Rent assessment processes is an advantage. Previous experience using Kobo, ActivityInfo, smartphones, tablets, or similar digital data-collection platforms is an advantage. Basic understanding of shelter conditions, housing adequacy, WASH facilities, or basic construction is desirable. Skills and Competencies: Good organizational and time management skills. Team spirit and ability to follow instructions from supervisors. Basic computer literacy (Excel, smartphones/tablets for data entry). Physical Stamina: Comfortable working outdoors for long hours and navigating informal settlements. Strong communication and interpersonal skills. Ability to interact respectfully and professionally with vulnerable and displaced households. Basic computer literacy and ability to use smartphones/tablets for digital data collection. Ability to maintain strict confidentiality and comply with data protection requirements. Willingness and physical ability to travel regularly to field locations and conduct household visits. Expected Deliverables: Accurate and complete phone screening and household/shelter assessment data using the approved assessment tools. Timely submission of daily activity reports, including households assessed, locations, progress, and challenges. Adherence to data privacy, consent protocols, and assessment guidelines throughout the assignment. Completion of required follow-up calls and Post-Distribution Monitoring (PDM) activities. Full compliance with data protection, informed consent, confidentiality, and assessment procedures, including participation in required training and debriefings. Terms and Conditions: Contract Duration: Per diembased engagement for a maximum of 16 working days per month, not necessarily consecutive, during the coming 7 months. Remuneration: USD 20 per working day Work Environment: The assignment requires regular field movement, household visits, phone-based assessments, and direct engagement with displaced and vulnerable households.
