Tenders are invited for Design and Deliver a Training Programme on Advocacy and Social Accountability Service Location: Ramallah Background The Teacher Creativity Center (TCC) is a Palestinian non-governmental organization that has worked since its establishment to enhance the social outcomes of education in Palestine and the Arab region, in line with the needs of these communities and the provisions of international law relating to the right to education, including the targets, objectives, and indicators of Sustainable Development Goal 4 (SDG 4). TCC develops and implements its programmes and activities based on continuous assessments of the needs of local communities and its target groups, including teachers, students, parents, universities, institutes, and decision-makers. The Center works in partnership with relevant civil society organizations, including the Palestinian Educational Coalition, the Ministry of Education, the Ministry of Social Development, as well as teachers unions and federations in Palestine and across the Arab region. Youth in Action is a community-based educational initiative implemented by the Teacher Creativity Center (TCC) with full funding from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Strengthening Civil Society in the Palestinian Territories Phase IV Programme. The project is implemented from May 2026 to March 2027. This project is designed to leverage education as a catalyst for civic action. By engaging teachers, students, and local CBOs in collaborative advocacy, the project not only addresses the immediate challenges faced by the education sector but also creates a pathway for long-term civic participation and community resilience. This approach seeks to strengthen young peoples capacity to identify community issues, develop appropriate solutions, and contribute to influencing relevant policies and practices. As part of the projects activities, TCC seeks to Promote Palestinian youths active participation in accountability with local CBOs in collaborative advocacy.This is expected to contribute to strengthening dialogue with relevant stakeholders and improving responsiveness to local community priorities. To support the achievement of these objectives, TCC intends to engage a qualified trainer to design and deliver a training programme on Advocacy and Social Accountability for 40 participants representing civil society organizations and local councils, with priority given to youth- and women-led organizations. The training program will be delivered in Ramallah and in Nablus, 20 training hours devided on 3 days for each area, , during September 2026. The selected trainer will be responsible for developing the training materials, conducting pre- and post-training assessments, and submitting a detailed final report in English documenting the implementation process, key outputs, assessment results, lessons learned, and recommendations. Trainers Tasks and Responsibilities The trainer shall be responsible for developing and delivering a training programme on Advocacy and Social Accountability in a manner that supports the achievement of the project objectives and strengthens participants capacities to use advocacy tools in support of community and youth initiatives. The trainers responsibilities shall include the following: Develop a detailed training implementation plan and schedule outlining the training modules, methodologies, learning activities, expected outputs for each session, and implementation timeline. Hold a coordination meeting with the project team at the Teacher Creativity Center (TCC) prior to the commencement of the assignment to review the training objectives, target group, expected outcomes, and implementation plan. Develop a comprehensive training package in Arabic, including training materials, presentations, handouts, practical exercises, case studies, and assessment tools. The training package shall be submitted to the Teacher Creativity Center (TCC) for review and approval prior to the delivery of the training. Deliver a face-to-face training programmes one in Ramallah and the second in Nablus targetting civil society organizations, local government bodies, and local councils, with priority given to youth and womens organizations. The training shall comprise 20 training hours delivered over three training days. For each area. Apply participatoryand interactive training methodologies that promote experience sharing, teamwork, practical application, and active engagement while linking theoretical concepts to real-life practice. Cover the agreed training topics, including, at a minimum: Key concepts of advocacy and social accountability. With focusing on environmental issues. Local advocacy and its role in addressing community development priorities. Rights-based advocacy, including the identification of rights-holders and duty-bearers. Identification, prioritization, and analysis of community development issues. Analysis of relevant local and national policies, plans, laws, institutional mandates, and service-delivery gaps. Stakeholder analysis and power mapping, including the identification of advocacy targets, allies, and potential opponents. Development of advocacy objectives, policy demands, and key messages. Advocacy strategies and tools. Community mobilization and the mobilization of human, institutional, technical, and financial resources. The role of traditional, community, and digital media in advocacy campaigns. Preparation and use of shadow reports as an evidence-based advocacy and accountability tool. Inclusive advocacy that promotes the meaningful participation of youth, women, persons with disabilities, and other groups facing exclusion. Development of practical advocacy campaign plans addressing the agreed development issues. Monitoring, evaluation, learning, and measurement of the influence and results of advocacy campaigns. Design and administer pre- and post-training assessments to measure participants knowledge and skills, analyse the assessment findings, and incorporate the key findings into the final report. Buid an advocacy plan form, and support participants in developing draft advocacy campaign plans based on priority issues within their local communities and provide the necessary feedback to strengthen and further develop these plans. Prepare and submit a final technical report in English documenting the training implementation process, topics covered, number of participants, pre- and post-training assessment findings, key outputs, challenges encountered, and recommendations. The report shall be accompanied by all training materials in editable electronic formats. Submit all assignment deliverables to the Teacher Creativity Center (TCC) within the agreed timeframe, including the training package, presentations, handouts, assessment tools, and final report. Expected Deliverables The trainer shall submit the following deliverables within the timeframe specified for the assignment: A detailed training implementation plan and schedule outlining the training modules, methodologies, session schedule, and implementation approach. A comprehensive training package in Arabic, including training materials, presentations, handouts, practical exercises, case studies, and assessment tools, subject to review and approval by the Teacher Creativity Center (TCC) prior to the delivery of the training. Delivery of a face-to-face training programme comprising 20 training hours, in accordance with the approved schedule and using participatory, learner-centred, and interactive training methodologies. Design and administration of pre- and post-training assessments to measure participants knowledge and skills, including analysis of the assessment findings and incorporation of the key findings into the final report. Submission of all training materials used during the training in editable electronic formats. All materials developed under this assignment shall become the property of the Teacher Creativity Center (TCC) and may be used for the purposes of the project and future institutional capacity-building activities. A final technical report in English documenting the implementation process, training topics covered, number of participants, pre- and post-training assessment findings, key outputs, challenges, lessons learned, and recommendations. Requirements for the Submission of Proposals The Teacher Creativity Center (TCC) invites qualified trainers with relevant experience in advocacy and social accountability to submit technical and financial proposals for the implementation of this assignment, in accordance with the following requirements: Submit a technical proposal outlining the proposed methodology for implementing the assignment, the training approach, the proposed training methodologies, and the timeline for completing all required deliverables. Attach an implementation plan outlining the different phases of the assignment, including the development of the training materials, delivery of the training programme, and submission of the final technical report, in accordance with the timeframe to be agreed upon with the Teacher Creativity Center (TCC). Attach an updated Curriculum Vitae (CV) outlining the applicants academic qualifications, relevant professional experience, and key training programmes delivered in recent years. Submit a proposed training package or proposed training materials in Arabic reflecting the methodology to be applied during the training. The final training materials shall be subject to review and approval by the Teacher Creativity Center (TCC). The selected trainer shall incorporate any revisions or comments requested by TCC prior to the commencement of the training.
