Scope Of The Assignment The Assignment Includes The Integral Postal Service For The Municipality Of Breda, Including In Any Case: The Collection, Sorting, Transport And Delivery Of Addressed Mail Items; Collecting, Sorting, Transporting And Delivering Packages; Processing And Delivering Election Mail; Processing Returns; Collection Service (Po Box) Mail And Delivery Service (Po Box) Mail; Arranging Registered Mail (Domestic And Abroad) And Other Special Postal Services; Providing Quality Assurance And Performance Monitoring. The Exact Scope And Content Of The Services Are Further Detailed In The Program Of Requirements And The Sla. The Following Are Not Included In The Scope: Distribution Of Door-To-Door Messages (Municipal Messages) And Bicycle Racing Services. Lots This Assignment Is Not Divided Into Lots. Objective To Conclude A Framework Agreement With One Contracting Party For The Provision Of Postal Services For The Municipality Of Breda. This Framework Agreement Will Be Entered Into For A Period Of 2 Years. The Effective Date Of This Framework Agreement Is February 1, 2027. By Mutual Consent Of The Parties, The Client Has The Right To Extend This Framework Agreement Two (2) Times Under The Same Terms And Conditions, Each Time For A Period Of One (1) Year. The Maximum Term Of The Framework Agreement Is Therefore Four (4) Years. The Decision-Making Regarding This Extension(S) Is Made On The Basis Of An Evaluation Of The Performance Of The Services Provided. Award And Motivation The Contracting Authority Awards The Contract To The Tenderer On The Basis Of The Lowest Price Award Criterion, Because The Requested Service Is Fully, Objectively And Unambiguously Specified In The Schedule Of Requirements, The Service Level Agreement (Sla) And The Framework Agreement. The Required Quality Of Service Is Fully Laid Down In Minimum Requirements, Performance Requirements, Kpis And Contract Conditions With Regard To, Among Other Things, Delivery Quality, Order Quality, Election Mail, Complaint Handling, Management Reporting, Continuity, Traceability, Information Security And Sustainability. All Tenderers Must Unconditionally Meet These Requirements. The Contracting Authority Is Of The Opinion That This Means That Tenderers Cannot Essentially Distinguish Themselves In Terms Of Quality Without Deviating From The Stated Requirements. The Contracting Authority Intends To Award The Contract To The Tenderer Who Has Submitted A Valid Tender And Offered The Lowest Total Tender Price. Maximum Contract Value The Maximum Contract Value Under This Agreement Is Set At €2,000,000 Over The Term Of The Agreement, Including Extension Options. No Rights Can Be Derived From The Stated Amount. There Is No Purchase Obligation For The Client.
