General Management Consultancy Services – Technical Support Office Service For The Comprehensive Development Of The “Alcalá Smart Industry” Project Financed By The Demand-Based Innovation Promotion Line (Fid Line) For The Public Purchase Of Innovation (Cpi), Within The Framework Of The Pluriregional Operational Program Of Spain (Pope) 2021-2027 (C-2026/043). The Purpose Of The Contract Is To Provide The Promoting Body With Expert, Technical, Legal-Administrative And Management Support That Guarantees The Correct Processing And Execution Of The Cpi Procedures Linked To The Project, As Well As Compliance With The Requirements Derived From European Financing. The Ota Will Act As A Specialized Direction And Support Instrument To Coordinate All The Agents Involved, Structure The Governance Of The Project, Prepare The Necessary Bidding Documentation And Ensure That Innovative Purchasing Processes Are Oriented Towards Real, Viable, Scalable And Interoperable Solutions With Municipal Systems And The Local Industrial Ecosystem. Thus, The Object Of The Contract Includes The Provision Of Support Services For The Planning, Coordination And Monitoring Of The Project; Assistance In The Definition And Maturation Of Challenges And Public Needs; The Preparation And/Or Support For The Drafting Of The Technical And Administrative Specifications Of The Cpi Tenders And, Throughout The Bidding Process, As Well As The Subsequent Support In The Execution Of The Awarded Contracts, Controlling The Monitoring, Milestones, Risks, Results And Functional Coherence Between Actions. Likewise, It Is Part Of The Contractual Purpose To Provide Specialized Support For The Correct Economic-Administrative Management, The Erdf Justification And The Documentary And Audit Traceability Of The Project, Guaranteeing Compliance With The Principles And Regulatory Requirements Applicable To The Icc And European Co-Financing.
