Scope of Services NABAA hereby invites qualified and experienced transportation service providers to submit sealed bids for the provision of transportation services for youth aged 15 to 30 years in Saida who will attend vocational training at the CIS Vocational Training Center Eastern Highway. The transportation service will cover the following routes: From Ain El-Hilweh Camp to the CIS Vocational Training Center Eastern Highway, and from the CIS Vocational Training Center back to Ain El-Hilweh Camp. From Saida City to the CIS Vocational Training Center Eastern Highway, and from the CIS Vocational Training Center back to Saida City. The training period, from the expected start date of 31 August 2026 until December 2026, according to the agreed training schedule. The transportation provider shall provide vehicle(s) with a minimum capacity of 20 passengers and a maximum capacity of 30 passengers, suitable for safely transporting the participating youth. The selected service provider shall ensure safe, reliable, timely, and suitable transportation for all participating youth throughout the training period and shall fully comply with the transportation requirements and service specifications stated in this tender. Notes: NABAA reserves the right to increase or decrease the required transportation services, number of trips, or number of students, as deemed necessary, without affecting the quoted unit price per student, subject to the agreed terms and conditions. NABAA reserves the right to reject any offer that does not comply with the required transportation specifications, safety requirements, service standards, or other conditions stated in the tender. The transportation service must be provided safely, reliably, and on time, in accordance with the agreed pick-up and drop-off points, schedule, and training calendar. Bidders must clearly specify any additional costs, if applicable. The quoted prices must include all transportation-related costs, including fuel, driver costs, vehicle maintenance, insurance, and any other costs required to provide the service. Bid Requirements Suppliers must submit an offer that includes the following: Legal documentation, including a Commercial Registry and, if applicable, a VAT Registration Certificate and other relevant business licenses. Financial proposal, detailing the cost per student per training day, applicable taxes, offer validity period, and terms of payment. Technical proposal demonstrating compliance with all required transportation specifications, including: Type and capacity of vehicle(s). Vehicle registration and insurance documents. Driver license(s) and relevant experience. Previous experience in providing student or passenger transportation services. Proposed transportation schedule and pick-up/drop-off arrangements. Confirmation of availability throughout the entire training period. Any other relevant supporting documents Additional Notes: All bank charges (local and international) shall be borne by the supplier. NABAA will not cover any additional costs, fees, or charges not clearly indicated in the suppliers financial offer. The supplier must have a valid bank account; payments will be made exclusively via bank transfer. The selected supplier must ensure that the vehicle(s) are properly maintained, roadworthy, clean, and suitable for safely transporting students. Overall Weighting Technical: 40% Compliance with transportation requirements and service specifications: 10% Vehicle condition, capacity, safety and suitability: 10% Previous relevant transportation experience: 5% Driver qualifications and experience: 5% Availability and capacity to provide the service throughout the training period: 5% Supporting documents / legal and vehicle compliance: 5% Financial: 60% How to apply Submission Guidelines Bids must be submitted in person only (no email submissions will be accepted). Bids must be submitted in two separate sealed envelopes. The first envelope shall contain the Technical Offer, and the second envelope shall contain the Financial Offer. Both envelopes must bear only the Tender Reference Number (LBN011626001) and must not display the bidders name, logo, stamp, or any other identifying marks.
