Tenders are invited for Consultancy Service for Water Resources Technical Interventions. Closing Date: Wednesday, 02. Sep 2026 Intervention Sector(s): Water sanitation and hygiene Remuneration range: > 6000 (USD) Duration of Contract: 31/08/2028 GIZ WAMA+ is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA+ works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. Hence, WAMAPlus will have 5 Outputs: 1- Enhancing the ability of the Water Establishments to respond to crises by improving access to basic water services to vulnerable communities - small-scale infrastructure packages (Bekaa water establishment (BWE) and Beirut and Mount Lebanon water establishment (BMLWE)). 2- Improving the management of the non-revenue water (NRW): implementing scalable Jbeil pilot intervention with BMLWE and supporting MoEW with drafting national guidelines for non-revenue water. 3- Supporting the four regional water establishments in assuming responsibility for wastewater collection and treatment. Two outputs - EU Cofinancing: Output 4 -Water Establishments have the capacity to monitor water production volumes: flow volumes of 400 bulk sources are measured and transmitted to central information systems to monitor water production at the level of MoEW and the WEs. Output 5-Water Establishments are capacitated to manage their user records; 800,000 subscribers records will be updated and digitalized as the four Water Establishments will be supported in using digitalized systems for user records management. The Output 4 plans to tackle the production monitoring challenge by investing in the infrastructure and institutional capacity required to measure quantities produced in 400 bulk sources owned by WEs across the country. Where the flow volumes and data produced will be transmitted to central information systems to monitor water production at the level of the WEs and the MoEW. Infrastructure works that will be conducted at the water sources and stations owned by WEs/MoEW consist of, essentially, the installation of water meters to measure, record, and transmit flowrate data. These bulk meters must be protected from the elements, theft, intermittent power supply, electromagnetic interference, and misuse, as well as installed in a way that facilitates their maintenance. Considering the wide variability of site conditions in which the 1,150+ sources are situated, there are many variables and arrangements to consider when designing each metering setup. This results in a broad range of possibilities and associated costs, challenges, and timelines. Sources, defined as wells, springs, dams, and other resource exploitation points, are in many cases grouped into production systems (e.g. wellfields) in which transmission pipelines fed by multiple sources feed, in turn, multiple distribution systems. These create common segments (manifolds or hydro-junctions) where cost-efficient metering is possible, albeit at the expense of the accuracy and disaggregation of data about the contribution of each source and water allocation to different water systems and localities. Objectives The Water Resource Strategic Expert hereinafter referred to as the Expert will conduct feasibility studies, establish selection criteria for prioritization of the water sources, and provide technical inputs and expert-level support to the team leader and WAMA+ team in achieving the objective of WAMA+ Output 4, namely the Water Establishments have the capacity to monitor water production volumes of bulk sources to enhance evidence-based reporting and decision making at the levels of the MoEW and the four regional WEs.
