The consultancy will conduct a mixed-methods impact evaluation to validate project indicators, investigate unmeasured outcomes and determine the added value of the ACE project, while assessing qualitative, behavioural, relational and institutional changes, perceived project contribution, sustainability and unintended effects. The evaluation will ultimately translate complex data into a clear and compelling impact narrative for stakeholders and generate learning and strategic recommendations for future resilience programming. Tasks and Services to be Performed by the Contractor Review and validate existing project data and studies, including baseline and endline datasets, and identify and address data gaps. Design a comprehensive mixed-methods impact evaluation, including an Evaluation Matrix, sampling methodology, and conflict-sensitive quantitative and qualitative data collection tools. Conduct primary data collection across the four target regions through surveys, Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs), ensuring quality control, safeguarding and data protection. Assess the impact achieved beyond standard project indicators, including qualitative, behavioural, relational and institutional changes, sustainability, perceived project contribution, unintended effects and the added value of the ACE project.
