Project Background NABAA, with funding support and in partnership with La Guilde, is procuring Food Basket kits that will be distributed to targeted beneficiaries, particularly pregnant and lactating women, to support their nutritional needs, enhance their household food security, and contribute to their overall well-being. Scope of Supply NABAA hereby invites qualified and experienced suppliers to submit sealed bids for the supply of 550 Food basket Kits to be distributed to targeted beneficiaries, particularly pregnant and lactating women and young children, under the food and nutrition project implemented by NABAA with funding support and in partnership with La Guilde. Each food basket kit must contain the food items specified in the Bill of Quantities (BOQ) and must fully comply with the required quantities, quality standards, packaging, specifications, and food safety requirements. Suppliers are responsible for the procurement, preparation, packing, storage, and delivery of the complete food basket kits to NABAA within the required timeframe. All products must be fresh, safe for consumption, properly packaged and labeled, and have appropriate expiry or shelf-life periods. NABAA will conduct quality control and monitoring inspections to verify compliance with the approved specifications. Preference may be given to Lebanese and locally produced products, including products supplied by cooperatives and producers in South Lebanon, in accordance with the evaluation criteria stated in this tender. Notes: All food basket kits must be pre-packed by the supplier and stored in their warehouses. NABAAs quality control and monitoring officers will conduct regular inspections. This tender is part of a food & nutrition project that aims to cover the nutritional needs of pregnant and lactating women and young children, and we encourage giving priority to Lebanese and local products, including cooperatives in South Lebanon, when submitting offers. NABAA intends to purchase only one size of Olive Oil based on the evaluation of price, quality, and suitability for the food basket.The supplier must clearly indicate the unit price for each size separately. The final size and quantity to be purchased will be determined by NABAA after evaluation. Bid Requirements Suppliers must submit a complete offer that includes: Administrative Documents: Commercial Registry VAT Registration Certificate Financial Proposal (signed & stamped): Unit prices in USD Total cost including applicable taxes VAT indicated (to be paid separately in LBP at the official exchange rate) Validity of offer Payment terms Technical Proposal (signed & stamped): Detailed specifications of items Sample of the full kit (mandatory no photos will be accepted) Additional Notes: All bank charges (local and international) are the responsibility of the supplier. NABAA will not cover customs or facilitation fees. Packaging and delivery to NABAA must be completed within 7 days of the purchase order Bid Evaluation All offers will be opened in the presence of the selection committee at NABAA under official quotation opening protocol. Scoring Criteria for Procurement of Food Parcels Kits: 1. Technical Evaluation (40%) Assesses the quality, specifications, and reliability of the kits. Compliance with specifications (10%) Items meet required standards (brand, quality, hygiene, packaging). Relevant Experience & References (5%) Proven track record in supplying food kits. Delivery & logistics capacity (10%) Ability to deliver on time, in required quantities. Quality Assurance & Sample (5%) Quality, freshness, packaging, hygiene, labeling, and compliance of the submitted sample with the required specifications. Support for the local economy and sustainability (10%) through the prioritization of Lebanese and local products, including cooperatives in South Lebanon 2. Financial Evaluation (60%) Given the highest weight to ensure cost-effectiveness. Price competitiveness (60%) Evaluation of the financial offer based on the total cost of the selected food basket configuration, taking into consideration price competitiveness and compliance with the technical requirements.
