Scope of Supply NABAA hereby invites qualified suppliers to submit sealed bids for the provision of 17,250 Food Parcel Kits. Each kit shall include all items specified in the Bill of Quantities (BOQ) and fully comply with the required technical specifications and quality standards. The food parcel kits will be distributed to targeted beneficiaries to support household food security among conflict-affected populations in Southern Lebanon. Notes: NABAA reserves the right to increase or decrease the quantities of any item, or to omit any item entirely, as deemed necessary, without affecting the unit prices quoted by the bidder. NABAA reserves the right to reject any items that do not comply with the required technical specifications and quality standards. Delivery must be complete, with all items properly packaged, labeled, and delivered per kit, in accordance with the specifications. Bidders must clearly indicate any additional costs, if applicable. The quoted prices must include all transportation and delivery costs to the designated delivery locations. Food Parcels - Distribution by Location: Tyre 8,750 Beirut 4,500 Saida 4,000 For the 4,500 food parcels to be delivered to Beirut, the following requirements shall apply: The food parcels will be delivered to the WFP Logistics Cluster warehouse in Karantina, Beirut. Suppliers are required to palletize the food parcels according to an arrangement of 2 × 3 parcels per layer, with 4 layers in height, resulting in 24 parcels per pallet. The approximate dimensions of each food parcel are 34 × 34 × 36.5 cm. All goods delivered to the WFP Logistics Cluster warehouse in Karantina must be placed on pallets. The height of each pallet must not exceed 1.6 meters. The weight of each pallet must not exceed 700 kg. Pallets must be properly wrapped, secured, and reinforced to ensure safe handling and transportation. The maximum pallet dimensions, in accordance with the North American standard, should not exceed 1.02 m × 1.22 m in width and length. Each pallet must be clearly labeled with the name of the goods owner, consignee/recipient, and shipment number. Where possible, a QR code label generated by the WFP system upon receipt of the goods should also be affixed to each pallet. Suppliers must ensure that the palletization and delivery arrangements comply with these requirements and must include all related costs in their quoted prices. The 4,500 food parcels will require approximately 188 pallets, based on 24 parcels per pallet. The final pallet will contain the remaining 12 parcels. With regards to the 12,750 food parcels it could be shipped without pallets Bid Requirements Suppliers must submit an offer that includes the following: Legal documentation, including a Commercial Registry and, if applicable, a VAT Registration Certificate. A Financial proposal detailing unit prices in USD, applicable taxes, total price , offer validity period, and terms of payment. A technical proposal demonstrating compliance with all required technical specifications, including product specifications, packaging, quality, and any relevant supporting documentation Additional Notes: All bank charges (local and international) shall be borne by the supplier. NABAA will not cover any customs duties or facilitation fees. Pacakaging and delivery of the food parcel kits to the designated delivery locations must be compleded within 3-5 calendar days from the date of the Purchse Order (PO) The supplier must have a valid bank account; payments will be made exclusively via bank transfer. Overall Weighting Technical 40% Compliance with required food specification and quality : 15% Packaging and labeling: 10% Previous relevant experience: 5% Delivery capacity and timeframe: 5% Supporting documents / product compliance: 5% Financial: 60% How to apply Submission Guidelines Bids must be submitted in person only (no email submissions will be accepted). Bids must be submitted in two separate sealed envelopes. The first envelope shall contain the Technical Offer, and the second envelope shall contain the Financial Offer. Both envelopes must bear only the Tender Reference Number (CBPF-LEB-26-R-NGO-40077) and must not display the bidders name, logo, stamp, or any other identifying marks.
