Tenders are invited for Centrality of Protection Consultancy Stocktake and Roadmap Development on Institutionalization of NRCs Contribution to the Centrality of Protection OBJECTIVES OF THE CONSULTANCY This consultancy aims to ensure that NRCs strategic initiative on the Centrality of Protection is based in the current reality of the organization and to define a concrete roadmap to strengthen NRCs systems and practices to better align with protection outcomes as an organization-wide objective. It also aims to build buy in across organizational functions for the institutionalization process. Where possible, we also aim to contribute to the ongoing inter-agency conversation on the Centrality of Protection with learning and documentation of good practice as well as challenges. This consultancy is a collaboration between NRC and InterAction while it is focused on internalizing the Centrality of Protection at NRC, InterAction will provide technical support as well as seeking opportunities to document and disseminate learning. This consultancy will also lay the groundwork for potential future partnerships between the two organizations, and the roadmap will identify potential areas of collaboration. InterAction co-leads the Centrality of Protection Community of Practice, as well as leading on the provision of technical support for the implementation of outcomeoriented protection risk reduction strategies. SCOPE OF WORK Phase 1: Consultations and Desk Review Consult with a range of NRC stakeholders targeted at the 4 above categories, which include Country Office leadership, technical program staff across Core Competencies and thematic areas, support functions including fundraising, operations, and advocacy staff Identify short, illustrative examples of where NRC is already contributing to or trying to contribute to the Centrality of Protection Review relevant policies, frameworks, strategies, guidance, and other organizational tools relevant to NRCs efforts to internalize the Centrality of Protection. Phase 2: Stock Take report Produce a stock take report that includes: 3 o Assessment of the current level of coherence in the understanding of the Centrality of Protection across the organization. o Areas where NRC is already contributing to the Centrality of Protection, either in ad hoc or systematic ways o Identification of how NRC teams are working together or could work together to contribute to CoP o Existing capacities, skills and resources that could be brought to bear to further institutionalize Centrality of Protection o Existing entry points for institutionalizing Centrality of Protection, including ones already identified by NRC (most notably, protection risk analysis, One Response/Country Strategy processes and NRCs engagement with HCTs at country level) o Gaps, barriers and areas where reforms or resources are needed for strengthening, including: Areas of ad hoc engagement and intervention that require systematization New areas of intervention needed Areas where new/revised guidance, tools or processes are needed vs better disseminating existing tools Phase 3: Validation process Facilitate an internal validation process for the findings of the stocktake report and to prioritize next steps in the roadmap. This validation process should prioritize the leadership of NRCs relevant departments (primarily Field Operations but also Policy and Partnerships and Strategy, Planning and Knowledge Management), but also involve other key stakeholder groups, such as the Global Programme Section and representatives of Country Management Groups. Phase 4: Roadmap development Develop roadmap for NRC to move forward with the institutionalization of the Centrality of Protection. This roadmap should include recommended actions for the 4 workstreams identified above and include roles and responsibilities, sequencing, priority actions and milestones for success, as well as recommendations for governance and resources needed. Identify key questions and decision-making points needed by leadership for approval and work with NRC to present the roadmap to NRC leadership for approval Identify potential partnership modalities for NRC and InterAction to carry this work forward Tender Link : https://www.nrc.no/procurement/
