The Purpose Of The Tender Is To Order A Competency Model Of Public Servant Digital Competence, Which Is Based On The European Digcomp 3.0 Framework, But Takes Into Account The Tasks Of The Public Sector, The Logic Of The Operation Of The Estonian Digital State, And The Legal And Political Framework Of Estonia And The European Union. Together With This, A Description Of The Digital Competence Needs And Recommended Skill Levels Of Job Categories Or Role Groups Is Ordered. In Addition, Two Skills-Based Assessment Tools Are Ordered: The Public Servants Digital Competence Assessment Tool (Based On The Emerging Competence Model) And The Populations Digital Competence Assessment Tool (Based On The European Digcomp Model). Assessment Tools Must Measure Real Skills Through Practical Tasks And Situational Tests And Must Not Rely Solely On Self-Assessment.
