Research And Experimental Development Services – Construction Of A Spectrometer For The Research And Measurement Station Of An Ultra-Precise Exhaust Analyzer For The Świętokrzyskie Laboratory Campus Of The Central Office Of Measures In Kielce. 1. The Subject Of The Order Is The Production Of A Spectrometer, Which Is A Gas-Phase Sample Analyzer For The Research And Measurement Station Of An Ultra-Precise Exhaust Analyzer, Hereinafter Referred To As The Device, Training Of The Ordering Partys Employees And Delivery Of The Constructed Device To The Świętokrzyskie Laboratory Campus Of The Central Office Of Measures. 2. The Description Of The Subject Of The Order, Hereinafter Referred To As Opz, Is Included In Annex No. 1 To The Swz And In The Draft Provisions Of The Agreement, Hereinafter Referred To As Ppu, Constituting Annex No. 2 To The Swz. 3. The Ordering Party Provides For Partial Payments For Each Stage. Information In This Regard Is Included In The Ppu. 4. To Confirm That The Offered Subject Of The Order Meets The Minimum Requirements Specified In The Opz And That The Proposed Technical Solution Enables The Creation Of A Device With The Required Parameters, The Ordering Party Requests That The Contractor Submit, Together With The Offer, Evidence In The Form Of A Preliminary Technical Concept Of The Offered Fs-Crds Spectrometer. The Preliminary Technical Concept Should Include At Least: A) A Description Of The General Architecture And Operating Principle Of The Proposed Spectrometer; B) A Block Diagram Of The System Or A Description Of Its Key Connections; C) Indication Of Basic Assemblies Or Groups Of Components Along With Their Function And The Most Important Technical Requirements; D) Description Of How To Achieve The Parameters Required In The Opz And The Expected Method Of Starting And Verifying The Operation Of The Device. 5. The Ordering Party Envisages Submitting Or Supplementing The Evidence In Question Pursuant To Art. 107 Section 2 Ppl 6. If The Submitted Evidence Confirming That The Offered Subject Of The Order Meets The Minimum Requirements Specified In The Opz Is Incomplete Or The Contractor Does Not Present This Evidence Together With The Offer, The Ordering Party Will Request Their Submission Or Completion Within The Specified Deadline. Pursuant To The Provision Indicated In The First Task, The Ordering Party Is Not Able To Call On The Contractor To Correct The Evidence In Question. 7. Any Errors, Ambiguities, Discrepancies Or Omissions In The Submitted Evidence Will Be The Responsibility Of The Contractor. In Such Cases, The Sanction For The Contractor Will Be Rejection Of His Offer. 8. Pursuant To Art. 257 Point 1 Of The Public Procurement Law, The Ordering Party Provides For The Possibility Of Invalidating The Procedure In Question If The Public Funds That The Ordering Party Intended To Use To Finance All Or Part Of The Order Were Not Granted To It.
