Tenders are invited for Improvement and Refinement of the NRC Climate Risks Platform for Humanitarian Response The internal NRC feedback from colleagues, who have tested the platform, includes the following aspects: The platform works well as a resource and information hub about climate risks prevalent in NRC COs and area of implementation. Its based on both PDF and GIS maps, highlighting the prevalence of a climate risk. It is easy to extract information for project proposals and gives the user flexibility to choose according to needs and resources available. The platform is overall user-friendly and uses simple language which makes it easy to navigate for someone without climate and environment background/knowledge. More specifically for the different sections: o The climate risk overview per country doesnt indicate level of priority and risk intensity. The user is anyway obliged to go through all hazards outlined and marked. o The external resource landing page is less useful and not well structured. It is too generic and technical. It might be relevant to structure this page according to additional information needed for the climate risk screening (part 2 of platform). o The adaptation guidance on the third part of the platform is very relevant and straightforward, with guidance per CC clearly defined. Such should be maintained and refined. It could be supported by a guidance on how to prioritize hazards, especially in terms of budget constraints. o Overall, there is a gap between the first (snapshot) and second (screening tool) section. E.g. from the first section, the user identified extreme heat as a risk for their CO. On top of the snapshot provided on the page, they get some data from the external resources page, but mostly meteorological data such as mean temperature. They dont have access to information like heat stress, thermal comfort, heatwave days and others, which is information needed for the screening tool. Based on this feedback, the scope of work will be to refine and improve the NRC climate risk platform based on the following objectives: 1. Propose better ways to streamline the process of climate risks screening and mainstreaming, looking at the feedback from internal testing, including through reducing the amount of information, making each step easier from understanding climate hazards applicable to a project/community to guiding climate risks mitigation in humanitarian programmes. 2. Restructure the platform aligned to the stages of the humanitarian project cycle needs assessment/analysis, strategic response planning, resource mobilization, implementation and monitoring, and operational review ensuring climate risks are screened and reflected at each relevant stage. 3. Review the Climate risks screening questions and create linkages with with sources and information in the Platform. AI tools as a support to find resources in the GitBook can be proposed. 4. Integrate additional contents, in particular NRCs Climate Markers: a self-assessment tool to be used by the NRC Country teams to integrate climate sensitivity in programmes. The Climate Markers are divided into Design Markers (used during strategic country planning) to ensure responses are intentionally climate-proofed, and Process Markers (used during implementation of projects) to evaluate if climate sensitivity is considered and used for course corrections if needed. 5. Coordinate and conduct the review and update of the adaptation guidance per sectors and climate hazards, in collaboration with the global NRC Core Competencies and thematics 3 (Community Engagement and Accountability, Cash & Market, Local Actors) leads and advisers. 6. Review the current contents and propose ways to ensure that the approaches and tools available in the Climate Risks Platform are people centred, both by placing crisis affected people at the centre of assessments/screenings and co-designing risks mitigation actions, building from solid and sound community engagement and consultations, based on NRCs Policies on Community Engagement and Accountability, Policy on Inclusion and Gender, Complaints and Feedback Mechanisms Handbook, and Community Coordination Toolbox. 7.
