Tenders are invited for Construction of Three Bridges (Seical, Borouai, & Malailada) Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: a. Soundness of the Bidders financial position showing long-term profitability demonstrated through audited financial statements or, if not required by the law of the Bidders country, other financial statements acceptable to the Employer, for the last three (3) years (2022, 2023 and 2024) to demonstrate the current soundness of the Bidders financial position. As a minimum, the Bidders net worth for the last year calculated as the difference between total assets and total liabilities should be positive. b. Minimum average annual construction turnover of US$ 21,000,000.00 (TwentyOne Million United States Dollars) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2022, 2023 and 2024). In case of a Joint Venture Bidder, one partner must meet 40% of the requirement, each partner must meet 25% of the requirement, and all partners combined must meet 100% of the requirement. c. The Bidder individually or as a joint venture must have availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is US$ 2,500,000.00 (Two Million Five Hundred Thousand Date: 3 August 2026 Loan No. and Title: L4721/G1093 -TIM: National Road Networks Upgrading Project (NRNUP) Contract No. and Title: CW02/OCB/018/MOP- 2026 - Construction of Three Bridges (Seical, Borouai, & Malailada) Deadline for Submission of Bids: 17 September 2026 at 3:00 PM (Timor Leste time) United States Dollars), less its financial obligations for its current contract commitments. In case of a Joint Venture Bidder, one partner must meet 40% of the requirement, each partner must meet 25% of the requirement, and all partners combined must meet 100% of the requirement. d. Participation as a contractor, Joint Venture partner, or Subcontractor, in the following contracts that have been satisfactorily completed between 1st January 2019 and bid submission deadline: Minimum two (2) contracts, each of minimum US$ 13,000,000.00. e. Participation and successful implementation, as a contractor, Joint Venture partner, or Subcontractor, in the following technical requirements, within the last seven (7) years Construction of Prestressed Concrete Bridge; Removal of existing bridge; Structural concrete works and pile testing; Proven experience in implementing Environmental and Social Plans (EMP), Occupational Health and Safety (OHS) and traffic management in infrastructure projects; f. The Bidder individually or as a joint venture/specialist subcontractor shall demonstrate the minimum experience in the following key activities.
