Tenders are invited for Consultancy Services to Develop a Practical Toolkit to Operationalize Economically Viable Agroecological Farming through Participatory Approaches in the Palestinian Territories. Service Location: Ramallah Purpose of the Assignment The purpose of this consultancy is to develop a comprehensive, participatory, and practical toolkit for implementing the Agroecological Systems Approach within the Palestinian context. The toolkit will serve as a simple and user-friendly tool to support farmers in adopting agroecological farming systems in a way that is technically practical and economically feasible for both small-scale producers and agribusinesses operating at scale. It will be developed through a participatory process that consolidates previous work, lessons learned, and existing experiences to provide practical tools, recommendations, and clear implementation pathways for farmers, agricultural technicians, extension agents, cooperatives, NGOs, and other relevant stakeholders. The aim is to facilitate the effective adoption and application of agroecological practices that are adapted to the environmental, social, and economic conditions of the Palestinian context, while promoting sustainable, resilient, and inclusive agricultural systems. Scope of Work: The consultant shall undertake the following tasks: Conduct a desk review and mapping exercise Review existing studies, strategies, toolkits, policies, and agroecological initiatives implemented in the Palestinian Territories and relevant Mediterranean references and international experiences. Consolidate previous work, lessons learned, best practices, and available evidence on agroecological systems, including approaches that demonstrate technical and economic feasibility for farmers and agribusinesses. Carry out a stakeholder analysis and consultation process Identify and engage key stakeholders, in close consultation with the Ministry of Agriculture (MoA) as the main focal point for the selection and validation of stakeholders. This includes relevant authorities such as the Environment Quality Authority (EQA), other relevant ministries, national authorities, and government representatives, as well as farmers, agricultural cooperatives, extension agents, NGOs, research institutions, academia, private sector actors, and other relevant stakeholders. With support from the MoA Conduct inclusive and participatory stakeholder consultations and dialogue sessions to enable open dialogue, joint priority-setting, and identification of practical and feasible agroecological solutions across different farming systems. Ensure meaningful participation of women, youth, and marginalized groups throughout the process. Systematically collect and integrate stakeholders inputs to ensure the toolkit reflects their needs, priorities, and real-life feasibility constraints and opportunities. Conduct participatory field assessments and stakeholder dialogue ( with support and consultation with the MoA) Organize field visits and consultations to better understand existing farming practices, key challenges, opportunities, and local knowledge related to agroecology, with a focus on identifying what is practically and economically feasible under local production conditions. Organize and facilitate an Assessment Dialogue Workshop to collect information, discuss challenges and opportunities, identify priorities, and assess feasibility and applicability of agroecological practices in different contexts. Document successful practices, innovations, and practical experiences from different agroecosystems, with attention to scalability and feasibility under smallholder and commercial farming systems. Collect and synthesize knowledge from subject matter experts, extension agents, experienced farmers, and agribusinesses to ensure recommendations are grounded in practical, feasible implementation realities. Develop the practical applied toolkit, communication materials, and animation video Produce a simple, user-friendly, and action-oriented toolkit tailored to the Palestinian context that translates agroecological principles into practical, feasible, and adoptable practices for different types of producers, including smallholders and agribusiness actors. The toolkit should be complemented with practical implementation and communication tools, including: Checklists and step-by-step procedures; Simple decision-making tools; Practical recommendations for farm management; A user-friendly infographic package in Arabic and English summarizing key agroecological principles and feasible practices, including: Visual presentation of key principles, practical applications, good practices, enabling factors, and recommendations; Content suitable for farmers, extension agents, cooperatives, and other stakeholders; Print-ready and web-optimized versions with editable source files; A short, animated video in Arabic with English subtitles presenting key agroecological concepts and practical recommendations, including: Script development, storyboard, design, animation, voice-over, and editing; Integration of practical examples and field-based recommendations; Final outputs suitable for social media, training sessions, workshops, and stakeholder engagement; Delivery of high-resolution final video and editable source files. The toolkit and communication materials should also integrate key cross-cutting priorities in a way that is practical, context-appropriate, and feasible for adoption by different types of producers, including: Gender equality and womens empowerment Youth inclusion Biodiversity conservation Sustainable natural resource management Economic and operational feasibility for farmers and agribusinesses Produce and validate final deliverables with the Steering committee that will form to validate final deliverables by the Oxfam and MoA Organize and facilitate a Validation Dialogue Workshop with Steering committee and stakeholders to present the draft toolkit and validate its findings, recommendations, and feasibility and applicability in real farming contexts. Collect and integrate feedback to ensure practicality, clarity, and feasibility of application. Submit the final toolkit in Arabic in professionally designed editable and print-ready formats. Provide a concise summary of recommendations in Arabic and English, including dissemination and communication actions. Produce animated video and infographic materials to support accessible, practical, and feasible adoption of agroecological practices. Consultant responsibilities: Ensure continuous review and validation of toolkit structure and content with Oxfam and steering committee , including feasibility checks to ensure practical applicability in context; Incorporate feedback from Steering committee and stakeholders throughout the process; Ensure the toolkit is grounded in real experiences and applied practices, and reflects technical, economic, and operational feasibility; Develop a user-friendly, visually engaging, professionally designed, and high-quality toolkit; Ensure inclusion of diagrams, visuals, templates, infographics, and animation/video outputs to enhance usability and communication; Prepare professionally edited, print-ready versions in Arabic; Facilitate a practical validation workshop with relevant stakeholders to gather feedback on the toolkit; Finalize the toolkit based on workshop feedback; Coordinate high-quality printing of 200 Arabic copies, ensuring durable binding, high-resolution printing, professional layout, and use of environmentally friendly/recycled paper where feasible. Toolkit Quality Requirements The toolkit must be: Highly practical and operational (not theoretical); User-friendly and action-oriented; Clearly structured and modular; Adapted to Palestinian agroecological and market realities; Grounded in real experiences and evidence; Technically, economically, and operationally feasible for farmers and agribusinesses; Applicable across different crops and production systems; Suitable for digital dissemination, print production, and animated/video-based learning tools for social media use. ^ The steering committee will formed at the beginning of the consultancy by Oxfam and the MOA to review and approve the consultancy products and will formed from related Stakeholders SUBMISSION PROCESS interested consultants are requested to submit the following documents: Letter of Interest.
