The Integrated Project for Opening Up Cross-Border Production Areas Hamdara-WachaDungass-Nigeria Border (PIDZPT), under the supervision of the Ministry of Equipment and Infrastructure, is financed in the amount of 92,786,760,000 F CFA by the State of Niger through an ADF Loan of 39,473,200,000 F CFA (50 million Units of Account) and a BOAD loan of 21,735,000 F CFA, and by the African Development Bank (AfDB) through an ADF Grant of 31,578,560,000 F CFA (40 million Units of Account). The Ministry of Equipment and Infrastructure intends to use part of the amounts provided under these financings to finance the implementation of studies and supervision of related roads and urban roads, including environmental and social impact studies (ESIA). 2. The services to be provided under this contract include: (i) preparation of detailed technical and architectural studies (preliminary report, Preliminary Design (APS), Detailed Design (APD), including environmental and social impact studies and preparation of Resettlement Action Plans); (ii) preparation of Bidding Documents (BD) for the works; and (iii) control and supervision of construction/rehabilitation works of approximately 150 km of rural roads, bus stations and 5 km of urban roads divided into three (3) lots. 3. The maximum duration of the assignment is two (2) calendar months for Lot 1, three (3) calendar months for Lot 2 and one point five (1.5) months for Lot 3, starting from the date of commencement notified to the Consultants. 5. The Ministry of Equipment and Infrastructure hereby invites Consultants to submit their applications to provide the services described above. Interested consulting firms must provide information on their capacity, demonstrate experience proving that they are qualified for similar services in the road sector and that they have the qualified key personnel required for the assignments. The evaluation criteria for the shortlist are: proof of legal existence (RCCM registration certificate or equivalent, approval or legal status), years of general experience (10 years), main activities (buildings, public works), having carried out during the last ten (10) years documented services in technical studies, environmental and social impact studies and preparation of Bidding Documents and in control and supervision of rural road works (and urban roads in the case of Lot 3). Consultants may form associations to increase their chances of qualification. It should be noted that key personnel will not be evaluated at the shortlisting stage. A shortlist consisting of six (06) firms will be selected following the evaluation procedure for expressions of interest based on the Consultants experience, particularly references relating to the implementation of similar projects of comparable scale involving technical studies, environmental and social impact studies and control and supervision of rural road and urban road works. 7. The eligibility criteria, establishment of the shortlist and selection procedure shall comply with the "Procurement Framework for Bank Group-Financed Operations" of October 2015, which is available on the Banks website at: http://www.afdb.org.
