Request For Proposalsthe City Of Surrey (The “Owner”) Is Seeking To Engage Qualified Proponents To Provide A Response On The Form Attached As Schedule C (The “Proposal”) To Provide The Design Services And Work As Further Described In Schedule A (The “Owner’S Statement Of Requirements”). The Description Of The Design Services And Work Sets Out The Minimum Requirements Of The Owner. A Person That Submits A Proposal (The “Proponent”) Should Prepare A Proposal That Meets The Minimum Requirements, And As It May Choose, In Addition, Also Include Design Services And Work Or Terms That Exceed The Minimum Requirements. Proponents Are Invited To Submit Innovative Solutions And The Owner Encourages Suggestion To Improve This Project.Project Backgroundthe Owner Has Identified The Need For A New Pedestrian Bridge To Improve Connectivity Within Abby Ridge Park (27D) And Provide A Safe Crossing Of An Existing Watercourse.The Project Forms Part Of The Owners Ongoing Efforts To Improve Park Accessibility, Pedestrian Circulation And User Experience While Protecting Environmentally Sensitive Areas.The Project Site Includes Environmental And Access Constraints That Will Require Careful Consideration During Design And Construction. A Trans Mountain Pipeline Corridor Is Located Within The Vicinity Of The Site And May Influence Construction Access And Staging Activities.The Objective Of The Project Is To Provide A Durable, Safe And Low-Maintenance Pedestrian Bridge Structure That Is Compatible With The Natural Setting And Designed For Long-Term Public Use.Design Visionthe Owner Seeks A Practical, Durable And Aesthetically Appropriate Bridge Solution That Balances Functionality, Constructability, Environmental Stewardship And Lifecycle Value.The Bridge Should:• Improve Pedestrian Connectivity Within The Park;• Provide A Safe And Accessible Crossing;• Minimize Long-Term Maintenance Requirements;• Minimize Impacts To Environmentally Sensitive Areas;• Be Sensitive To The Surrounding Park Environment;• Be Durable And Resistant To Weathering And Public Use;• Be Constructible Within Site Access Constraints; And• Be Suitable For Long-Term Municipal Ownership And Operation.Addendaif The Owner Determines That An Amendment Is Required To This Rfp, The Owner Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The Owner’S Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp. It Is The Responsibility Of Proponents To Check The Websites For Addenda. The Only Way This Rfp May Be Added To, Or Amended In Any Way, Is By A Formal Written Addendum. No Other Communication, Whether Written Or Oral, From Any Person Will Affect Or Modify The Terms Of This Rfp Or May Be Relied Upon By Any Proponent.
