Tenders are invited for Consultancy - Institutional Capacity - Revised INTRODUCTION The Womens Programs Association (WPA) is a non-profit non-governmental organization (NGO), legally registered with the Ministry of Interior and Municipalities since 2008. Its mission is to provide support to Palestinian refugee women and youth and other vulnerable groups in Lebanon to develop their capacities, realize their rights, and fulfill their needs. This is achieved through Protection, Education, Livelihood, and Humanitarian Assistance programs implemented in seven Palestinian refugee camps and surroundings throughout Lebanon. WPAs work is guided by Transparency, Integrity, Non-Discrimination, Respect for Human Beings. Background WPA is seeking to strengthen its institutional capacity to ensure sustainability, accountability, and effective service delivery. As part of its institutional development efforts, WPA aims to conduct a mid-term review of its 20242028 Organizational Strategy, develop Theory of Change, update its strategic priorities, and align programmatic documents accordingly. Objective The overall objective of this assignment is to conduct a comprehensive mid-term review of WPAs 20242028 Organizational Strategy. In specific: Assess progress, challenges, and emerging priorities considering the current operational context. Strengthen the strategic relevance, effectiveness, and sustainability of WPAs institutional direction. Produce an updated and refined organizational strategy with clear theory of change, and strategic priorities. Ensure alignment of programmatic documents and frameworks with the revised strategy. Scope of Work The consultant will undertake the following tasks: A.1 Desk Review Conduct a comprehensive review of WPAs 20242028 Organizational Strategy. Review programmatic reports, monitor data, and relevant policy documents. Identify key strategic assumptions, implementation progress, and gaps. A.2 Stakeholder Consultations Facilitate participatory consultations and workshops with WPA staff management and program teams - and key stakeholders. Collect qualitative and quantitative inputs on progress, challenges, and priorities. A.3 Strategic Assessment Analyze progress against strategic objectives. Identify achievements, gaps, challenges, and emerging priorities. Assess relevance of the current strategy in relation to the evolving context. A.4 Theory of Change and Strategy Update Develop WPAs Theory of Change Develop an updated WPA 20272028 Organizational Strategy: revise strategic priorities, objectives, and implementation directions based on findings. A.5 Validation and Finalization Present revised strategy to WPA management and stakeholders. Integrate feedback and finalize the document for adoption. A.6 Programmatic Alignment Review and align program documents (one document for each program), frameworks, and tools with the TOC and updated strategy in coordination with WPA teams. Deliverables & Timeline, Evaluation Citeria Attached Remuneration range 6000 $ Required Qualifications The consultant should possess: Advanced degree in social sciences, organizational development, management, or related field Minimum 8 years of experience in strategy development, organizational reviews, or institutional assessments Proven relevant experience working with NGOs in humanitarian or development contexts Strong facilitation and stakeholder engagement skills Excellent analytical and report-writing skills Familiarity with Lebanon or refugee-context programming is an asset Registered with the Ministry of Finance Closing Date: Sunday, 02.
