Tenders are invited for Upgrade and Standardization of the ERP Systems of the Four Water Establishments (Execution in English - Contract in French). Closing Date: Friday, 28. Aug 2026 Intervention Sector(s): Water sanitation and hygiene AFD is implementing a Programme, fully funded by the European Union and entitled Technical assistance programme to support reforms in the water and wastewater sectors in Lebanon to strengthen the Lebanese stakeholders in their respective functions as service operators (through the Water Establishments) and tutelage (through the Ministry of Energy and Water) as well as to support institutional and sectoral dialogue. The name of the Programme was abbreviated into Water Reform Programme. Within this Programme, AFD is seeking out the services of a service provider to upgrade and standardize the ERP systems of the four Water Establishments in Lebanon. This project includes: Upgrade all four operational systems to the latest version of Microsoft Dynamics 365 Business Central, including the provision of the required licenses and servers ; Unifying and upgrading the four ERP structures ; Develop a seamless integration framework connecting SCADA and GIS data with the ERP system ; Supply of hardware to the peripheral workstations ; Training for relevant staff. To this end, we kindly invite you to read the requirements described in the attached documents, which consist of: A letter of consultation ; A draft contract for the provision of services; Terms of References; A financial annex.
