Tenders are invited for CRM Consultancy Closing Date: Monday, 03. Aug 2026 Intervention Sector(s): Gender issues, Water sanitation and hygiene Remuneration range: > 6000 (USD) Duration of Contract: To be completed within 16 weeks from date of contract signature In an effort to be accountable to the communities it works with, NCA globally and at country level applies a set of international standards and internal policies and guidelines that promote equitable, inclusive and collaborative relations with people and communities. These include the Core Humanitarian Standard (CHS), the ACT Alliance Code of Conduct, and NCAs Protection from Sexual Harassment, Exploitation and Abuse (PSHEA) and Child Safeguarding (CS) policies. NCA has zero tolerance for sexual harassment, exploitation, abuse and child abuse. To minimize the risk of harm to children and other vulnerable groups it serves, NCA Lebanon Country Office aims to strengthen internal systems and to have a comprehensive, functioning mechanism across its own programmes and partners projects. NCA Lebanon is therefore seeking a qualified consultant to help establish a comprehensive Complaints and Response Mechanism (CRM) system, assess the system currently in place among NCA national partners and build the capacities of both NCA staff and partner organizations, all in line with NCAs global accountability guidelines and the CHS. How to apply The Services required by the Contracting Authority are described in Annex 1 - Terms of Reference. The Candidate shall offer the totality of the Services described in the Terms of Reference. We would be grateful if you would inform us by email of your intention to submit or not submit a proposal. The proposed remuneration shall be quoted per day as per Annex 2 Proposal Submission Form. VAT and/or any sales tax applicable to the purchase of services shall be indicated separately in the proposal. Proposals must be received at the address mentioned on the front page in a sealed envelope not later than the closing date and time specified on the front page. The Tenderer shall complete and submit the following documents with his/her tender: Legal Envelop Instructions to Tenderers, signed and stamped by the candidate Annex 1: Terms of Reference signed and stamped by the candidate Annex 3: General Terms and Conditions for Service Contracts signed and stamped by the Candidate Annex 4: Code of Conduct for Contractors signed and stamped by the Candidate Annex 5: Vendor Bank Verification Template signed and stamped Letter from the bank for confirmation of the bank account of the company / individual. It should be issued in 2026. A copy of the owner passport / ID and/ or the group of consultants or individual For the Companies: 2026 certified true copy of the company registration document For the Individuals: MoF registration number of the lead consultant and annual declaration for the year 2025 2025 Technical Envelop List of all relevant professional experience/projects with NGOs/INGOs on Complaint and Response Mechanisms (CRM) in Lebanon, including client name (INGO/UN) and implementation period. A table format is strongly encouraged for clarity. CV(s) of all the members of the consulting team Technical proposal (tasks, workplan and timeline, approach and methodology, deliverables, outcome of those deliverables, etc.) including an understanding of the ToR.
