Tenders are invited for Provide Geospatial Information System (GIS) Platform to Support Project Management for Karakalpakstan and Khorezm (KK) Local Roads Reconstruction Project Assignment shall cover the full development lifecycle of the Platform, including system design, development, testing, deployment, training, documentation, and post-deployment support. Specifically, the Consultant Firms scope of services shall include, but not be limited to, the following tasks: (1) Needs Assessment and Functional Specification The Consultant Firm shall conduct consultations with the PIU, AIIB, and other relevant stakeholders to assess operational needs and define the detailed functional specifications of the Platform. Based on these consultations, the Consultant Firm shall prepare an Inception Report describing the proposed system architecture, functional modules, implementation approach, and development timeline. In the report, the Consulting Firm shall assess existing systems, identify feasible data exchange options, and agree with the PIU and relevant agencies on responsibilities. (2) System Architecture and Platform Development The Consultant Firm shall design and develop a GIS-based monitoring platform to support visualization and management of the KK Projects road sections and associated monitoring data. The platform shall be designed for use in both office and field environments, and shall be accessible via web-based, desktop, and mobile or tablet-based applications. The Platform shall include the following core capabilities, with further detailed functional requirements provided in Annex 1: o Interactive GIS-based visualization of all project road sections; o Ability for authorized users to upload, manage, and update contract-level physical and financial data; o Automatic linkage of uploaded data to corresponding road sections and contracts; o Dashboard-based summary views by road section, contract, region, and implementation status; o Secure user authentication and role-based access control; o Multilingual interface supporting Uzbek, Russian, and English. The Consulting Firm shall prepare a System Architecture Document (SAD) describing the Platforms logical and physical architecture, data model, integration architecture, security framework, and key non-functional requirements. (3) System Testing and Deployment The Consulting Firm shall conduct system testing and validation to ensure that the Platform meets the agreed functional requirements and operates reliably. This shall include internal testing, user acceptance testing with the PIU, and refinement of the system prior to deployment. Upon successful testing, the Consulting Firm shall deploy and commission the Platform for operational use. The Consulting Firm shall provide a complete system handover package, including source code, configuration files, installation procedures, and administrative access necessary for the PIU to operate, maintain, and further develop the Platform. The Consulting Firm shall develop and deliver operations and maintenance (O&M) documentation, including: 2 o User manuals and quick reference guides in relevant languages, focusing on frequently performed tasks; and o A system administration guide covering routine tasks such as user management, data backup, basic troubleshooting, and coordination with service providers (if applicable). o O&M plan on the resources required for sustainable operation and maintenance of the Platform (e.g., hardware, personnel, and supporting systems), including clearly defined post-project roles (e.g., roles and responsibilities by PIU, supervision consultants, contractors), routine tasks (e.g., data input), and minimum resource requirements. The Consulting Firm shall provide a roadmap for future expansion of the Platform to similar projects in Uzbekistan, including estimated costs, resource requirements, and licensing implications. (4) Capacity-Building and Knowledge Transfer The Consulting Firm shall design and implement a capacity-building and knowledge transfer program to enable the PIU and relevant stakeholders to effectively operate, maintain, and update the Platform. The program shall include training workshops, hands-on sessions, user manuals, system documentation, and other supporting materials necessary to ensure sustainable use of the Platform after completion of the assignment. o The Consulting Firm shall prepare a structured capacity-building plan that distinguishes between different user groups (e.g., PIU staff, supervision consultants, contractors, and regional users) and specifies the objectives, topics, and format of each training activity. o The Consulting Firm shall deliver hands-on, scenario-based training sessions using KK Project data, and include a training-of-trainers component to enable designated PIU staff to continue training new users after completion of the assignment.
