COMPLETING AND SUBMITTING A PROPOSAL 4.1 Your Proposal must consist of the following four separate documents: Signed Declaration of Undertaking (see Attachment 2) Pre-Qualification Information (see Section 4.3 below) Technical Proposal (see Section 4.4 below) Financial Proposal (see Section 4.5 below) Proposals must be prepared in English. 4.1. Your Proposal must be submitted by email to the IUCN Contact (see Section 2). The subject heading of the email shall be [RfP Reference bidder name]. The bidder name is the name of the company/organisation on whose behalf you are submitting the Proposal, or your own surname if you are bidding as a self employed consultant. Your Proposal must be submitted in PDF format. You may submit multiple emails suitably annotated, e.g. Email 1 of 3, if attached files are too large to suit a single email transmission. You may not submit your Proposal by uploading it to a file-sharing tool. IMPORTANT: Submitted documents must be password-protected so that they cannot be opened and read before the submission deadline. Please use the same password for all submitted documents. After the deadline has passed and within 12 hours, please send the password to the IUCN Contact. This will ensure a secure bid submission and opening process. Please DO NOT email the password before the deadline for Proposal submission. 4.2. Pre-Qualification Criteria IUCN will use the following Pre-Qualification Criteria to determine whether you have the capacity to provide the required goods and/or services to IUCN. Please provide the necessary information in a single, separate document. Pre-qualification criteria 1. 3 relevant references for similar work issued by reputable entities to whom you have provided similar services 2. All legal registrations required to carry out the work in the Republic of Mozambique 3. Please state your annual turnover for each of the last 3 years 4. How many employees does your organisation have who are qualified for this work? 5. Please confirm that your organisation holds the following qualifications (e.g. ISO certification) 6 Please confirm that your organisation meets the following donor eligibility criteria (e.g. the EC nationality rule)? 7. Please confirm that your organisation has formal policies and/or procedures in place for the following (e.g. procurement, health and safety, code of conduct, sustainability, accounting)? 4.3. Technical Proposal The Technical Proposal must address each of the criteria stated below explicitly and separately, quoting the relevant criteria reference number (left-hand column). Proposals in any other format will significantly increase the time it takes to evaluate, and such Proposals may therefore be rejected at IUCNs discretion. Where CVs are requested, these must be of the individuals who will actually carry out the work specified. The individuals you put forward may only be substituted with IUCNs approval. IUCN will evaluate Technical Proposals with regards to each of the following criteria and their relative importance: No.-Description-Information to be provided-Relative weight 1. Approach and methods-30% Information to be provided: Clear understanding of the tasks and the quality of the solutions in meeting the terms of reference (15 points). Well-defined and consistent technical approach and methodology to meet the requirements ofthe tasks, including innovative and practical ideas and efficient solutions (15 points). 2. Work plan-10% Information to be provided: Detailed and in line with the ToR all key activities indicated in the timetable (5 points). Detailed and realistic plan and timetable to complete the activities on time (5 points). 4. Organisation and staff-10% Information to be provided: Structure of the staffing plan (5 points). Correct allocation of time for essential and nonessential staff (5 points). 10% 5. Qualifications and experience-50% Information to be provided: Team leader Qualifications: Postgraduate degree in Civil Engineering/Hydraulic Engineering (2 points). Experience: 15 years experience leading multidisciplinary teams to carry out feasibility studies, detailed designs, preparation of tender documents, supervision and contract management for dam projects (3 points) Experience in the design, construction or refurbishment of at least 5 dams (1.8 points). Geo-technical Engineers Qualifications: Postgraduate degree in civil/geotechnical engineering (1.0 point) Experience: 10 years experience in geo-technics, carrying out feasibility studies, preliminary and detailed studies, and tenders for dam projects (1.5 points) Involvement in the construction/rehabilitation of dams (at least 3 dams) (1.0 point) Familiarity with internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD), and membership of international dam safety organisations (1.3 points) Hydrologists Qualification: Postgraduate qualification in engineering/hydrology/water resources (1.5 points) Experience: 10 years experience in carrying out feasibility studies and preliminary studies for hydroelectric projects, including design and hydrological and hydraulic modelling, dam failure analysis and reservoir sedimentation (2.0 points) Involvement in hydrological studies for damrelated projects (at least 3 projects) (1.3 points) Structural engineer Qualifications: Postgraduate degree in civil engineering (1.5 points) Experience: 10 years experience in carrying out feasibility studies, preliminary studies, detailed studies and tendering processes for dam projects (2.0 points) Familiarity with Mozambiques dam safety regulations and internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD) (1.3 points) Environmental Engineers Qualifications: Postgraduate degree in environmental engineering, environmental management or a related field (1.5 points) Experience: 10 years experience in developing inclusive consultation processes and engaging with different stakeholders, including community beneficiaries and women (1.8 points) Experience in conducting feasibility studies and preparing environmental and social management plans for infrastructure projects (at least 3 projects) (1.5 points) Hydro-Mechanical Engineers Qualifications: Postgraduate degree in Mechanical Engineering, Hydromechanics or Electromechanical Engineering (1.5 points) Experience: 10 years of proven experience in carrying out preliminary and detailed studies for dam projects of similar or greater complexity (1.8 points) Ability to design at least three (03) dam projects of greater complexity in the fields of hydromechanics, electro-mechanics and/or hydroelectric power (1.5 points) Staff specialising in social issues Qualifications Postgraduate degree in sociology, social sciences or a related field (1.5 points) Experience 10 years cumulative experience in social issues (1.8 points) In-depth knowledge of social safeguard policies and guidelines, in particular resettlement safeguarding policies and guidelines, especially the Involuntary Resettlement Policy and the social provisions of other safeguarding policies (1.5 points). Dam Specialist Qualifications Postgraduate degree in engineering, preferably in civil engineering (1.5 points) Experience: 10 years experience in carrying out feasibility studies, preliminary design or detailed design of dams, including dam monitoring systems (1.8 points) Must have participated in at least three major dam projects (1.5 points) Hydraulics Engineers Qualifications: Postgraduate degree in engineering/hydraulics/water resources (1.5 points) Experience 10 years experience in carrying out preliminary and detailed studies for dam projects of similar or greater complexity (1.8 points).
