The Municipality Of Huechuraba Requires Contracting The Document Management Platform Service In Software As A Service (Saas) Mode, For A Period Of Thirty-Six (36) Months, With The Purpose Of Modernizing And Optimizing Institutional Document Management, Allowing The Administration, Processing, Storage, Consultation And Electronic Monitoring Of The Documentation Generated And Received By The Different Directorates, Departments And Municipal Units. The Solution Must Contribute To The Digital Transformation Process Of The Municipality, Facilitating The Fully Electronic Management Of Documents, Improving Operational Efficiency, Traceability Of Administrative Processes, Timely Access To Information And Reducing The Use Of Documentation In Paper Format. Likewise, The Platform Must Comply With The Provisions Established In Law No. 21,180 On Digital Transformation Of The State, Its Current Regulations And Other Applicable Regulations, Allowing Interoperability With Public Organizations And Government Platforms When Appropriate. At A Minimum, The Solution Must Include The Following Functionalities: • Comprehensive Management Of The Document Life Cycle. • Creation, Reception, Referral And Electronic Processing Of Internal And External Documents. • Complete Registration And Traceability Of The Actions Carried Out On Each Document. • Online Access To Institutional Documentation, According To Profiles And Authorization Levels. • Electronic File Management. • Integration With Advanced Electronic Signature (Fea) Mechanisms. • Issuance Of Electronic Notifications. • Interoperability With Applicable State Platforms And Services. • Reporting Module, Management Indicators And Statistics Generation. • Administration Of Users, Profiles, Permissions And Auditing Of Actions. • Support Service, Maintenance, Updates And Availability Of The Platform Throughout The Term Of The Contract. The Solution Must Be Delivered Fully Operational, Including Initial Configuration, Parameterization, Information Migration (If Applicable), Training For Users And Administrators, Start-Up And Support During The Implementation Period.
