Closing Date: 31 Aug 2026 Type: Consultancy STOOS Consulting is seeking a qualified, experienced, and field-oriented Field Manager in Libya to support upcoming assignments in the areas of research, assessments, monitoring and evaluation, third-party monitoring, needs assessments, baseline/endline studies, market assessments, protection-related research, and humanitarian/development programme monitoring. The position is suitable for a professional with strong experience in field coordination, data collection management, team supervision, logistics, stakeholder engagement, access coordination, and quality assurance within the Libyan context. About STOOS Consulting STOOS Consulting is an international consulting firm specialized in Third-Party Monitoring (TPM), Monitoring, Evaluation, Accountability and Learning (MEAL), research and assessments, data collection, capacity building, conflict and gender analysis, market systems research, and economic empowerment studies. STOOS works with UN agencies, INGOs, donors, and development actors to generate practical, evidence-based findings that support programme learning, accountability, strategic decision-making, and improved service delivery. Through its network of experienced consultants, field managers, researchers, enumerators, and technical specialists, STOOS delivers assignments in complex humanitarian and development contexts, with strong attention to data quality, conflict sensitivity, safeguarding, ethical research, contextual understanding, and operational feasibility. Position Overview The Field Manager Libya will play a key role in planning, organizing, and supervising fieldwork activities for STOOS assignments in Libya. The Field Manager will ensure that data collection is implemented according to approved methodologies, agreed timelines, ethical standards, and quality assurance procedures. The role requires a professional who can manage field teams, coordinate with local authorities and community stakeholders, support access arrangements, monitor daily field progress, resolve operational challenges, and ensure that all field activities are conducted in a safe, respectful, inclusive, and conflict-sensitive manner. Detailed Responsibilities The Field Manager Libya will be responsible for supporting STOOS assignments through the following tasks: Field Planning and Coordination: Prepare and coordinate fieldwork plans in line with the approved methodology, sampling approach, locations, timelines, and operational requirements. This includes supporting the organization of field visits, community entry, respondent mobilization, logistics, transportation, and daily team deployment. Supervision of Data Collection Teams: Recruit, brief, train, and supervise enumerators, facilitators, note-takers, and field researchers as needed. The Field Manager will ensure that all team members understand the tools, ethical protocols, consent procedures, safeguarding requirements, and quality expectations before and during data collection. Implementation of Research Activities: Oversee the implementation of Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), household surveys, facility/site visits, observation exercises, verification visits, and community consultations, depending on the assignment requirements. Quality Assurance and Daily Monitoring: Review field outputs on a daily basis to ensure accuracy, completeness, consistency, and reliability. This includes checking submitted forms, attendance sheets, consent records, field notes, recordings where permitted, and any supporting documentation required by the assignment. Stakeholder and Community Engagement: Coordinate with relevant local stakeholders, including local authorities, community leaders, civil society organizations, service providers, programme staff, and other relevant actors to facilitate smooth, respectful, and safe field implementation. Access, Safety and Risk Management: Monitor access conditions and operational risks in target areas and provide regular updates to the STOOS technical team. The Field Manager will help ensure that fieldwork is adapted to the local context and conducted with strong attention to security awareness, Do No Harm, conflict sensitivity, and staff safety. Enumerator Support and Problem-Solving: Provide real-time support to field teams, troubleshoot challenges during data collection, and ensure that issues affecting data quality, respondent participation, logistics, or access are addressed quickly and professionally. Reporting and Communication: Submit regular field updates to STOOS, including progress against targets, field challenges, mitigation measures, data quality observations, and any contextual issues relevant to the assignment. The Field Manager may also contribute to brief field summaries or operational notes. Ethics, Safeguarding and Confidentiality: Ensure that all field activities follow ethical research standards, including informed consent, voluntary participation, confidentiality, safe referral practices where relevant, respect for vulnerable groups, and protection from harm. Key Skills and Qualifications The ideal candidate should have strong experience in field management, research coordination, humanitarian assessments, monitoring, evaluation, or third-party monitoring in Libya. Previous work with UN agencies, INGOs, NGOs, research institutions, or consulting firms is highly desirable. Candidates should demonstrate: Strong knowledge of the Libyan humanitarian, development, governance, and community context. Proven experience supervising enumerators, field researchers, facilitators, or data collection teams. Experience managing or supporting KIIs, FGDs, household surveys, site visits, monitoring visits, and community consultations. Good understanding of data quality assurance, including tool testing, field checks, form review, spot checks, and daily progress tracking. Strong communication and coordination skills with local authorities, community representatives, NGOs, and field teams. Ability to manage field logistics, access arrangements, daily planning, and operational challenges. Good understanding of conflict sensitivity, safeguarding, research ethics, confidentiality, and Do No Harm principles. Ability to work under pressure, meet deadlines, and communicate clearly with remote technical teams. Fluency in Arabic is required. Good working knowledge of English is strongly preferred. Experience using digital data collection platforms such as KoboToolbox, ODK, SurveyCTO, CommCare, or similar tools is an asset.
