As The City Continues To Grow, Residents Increasingly Seek Access To High-Quality Sports, Entertainment, Cultural, And Community Experiences Within Surrey Rather Than Travelling To Other Municipalities.To Support This Vision, The City, With The Surrey City Development Corporation (“Scdc”) As The City’ Development Manager, Are Advancing The Development Of A New City Centre Arena And Event Plaza (The “Project”) And Entertainment District In Surrey City Centre. The Project Is Intended To Address An Identified Gap In The Regional Market For A Mid-Sized Venue Capable Of Hosting Spectator Sports, Concerts, Cultural Performances, Conventions, Community Gatherings, And Other Major Events. The Venue Is Envisioned As A Landmark Destination That Will Contribute To Surreys Economic Growth, Tourism, Urban Vibrancy, And Cultural Development.The City Centre Arena Is Envisioned As The Anchor Component Of A Broader Mixed-Use Entertainment District. Complementary Development Is Anticipated To Include A Hotel And Conference Facilities, Retail And Restaurant Uses, Office Space, Public Gathering Areas, And Other Commercial Amenities That Support Both Event-Day Activity And Everyday Community Use. Together, These Components Are Intended To Create A Vibrant Destination That Attracts Residents, Visitors, Businesses, And Investment To Surrey City Centre.The City Is In The Process Of Establishing The Operator, Tenant, Designer And Construction Manager For The City Centre Arena.The Project Is To Start The Concept Design Report In August 2026, And The City Are Seeking The Services Of A Qualified Project Management Consultant To Provide Strategic Leadership, Coordination, Oversight, And Project Management Services Through Planning, Design, Procurement, Construction, And Project Delivery. The Successful Proponent Will Work Closely With The City, Scdc, Design Consultants, The Construction Manager, And Other Stakeholders To Help Deliver The City Centre Arena That Achieves The Citys Objectives For Economic Development, Community Benefit, And Long-Term Financial Sustainability.Purpose Of Rfpthe Purpose Of This Request For Proposals (The “Rfp”) Is To Invite Qualified And Experienced Consulting Teams (Each A “Proponent”) To Submit A Proposal (Each A “Proposal”) To Provide Comprehensive Project Management Services For The Planning, Design, Procurement, Construction, And Delivery Of The City Centre Arena Project In Surrey City Centre.The Successful Proponent Will Act As The Owners Project Manager (I,E The Project Manager For The City) And Will Be Responsible For Providing Strategic Advice, Project Leadership, Coordination, Governance Support, Schedule And Budget Management, Risk Management, Stakeholder Coordination, Procurement Support, And Overall Project Oversight To Assist The City And Scdc In Achieving The Projects Objectives. The Services Are Intended To Support The Successful Delivery Of A Landmark Cultural, Entertainment, And Mixed-Use Destination That Will Serve As A Catalyst For Economic Development, Tourism, And Community Growth Within Surrey City Centre.Addendaif The City Determines That An Amendment Is Required To This Rfp, The City Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The City Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp. It Is The Responsibility Of Proponents To Check The Websites For Addenda. The Only Way This Rfp May Be Added To, Or Amended In Any Way, Is By A Formal Written Addendum.
