Request for proposals for Medical and Workmen Compensation Coverage Insurance 3 Years Framework Agreement Closing Date: Saturday, 08. Aug 2026 Intervention Sector(s): Agriculture, Citizenship, Conflict Resolution, Coordination & Information management, Education, Environment, Food & Nutrition, Health, Training & Capacity Building DCA aims to save lives and build resilience within communities in Lebanon that need support through the provision of protection services, basic assistance, and livelihoods support, among other sectoral interventions. DCA clears landmines and other explosive remnants of war to reduce safety risks and release of land to the population for improved socio-economic development. In all aspects of its programming, DCA Lebanon prioritizes working with local and national Lebanese organizations DCA is currently working on establishing a framework agreement for medical and workmen insurance coverage for DCAs staff in lebanon. This Framework Agreement shall remain valid for a period of three (3) years. However, due to the nature of the medical insurance market, bidders are not required to maintain the same premium rates for the entire three-year period. The quoted premium rates shall apply for the first insurance coverage period of twelve (12) months. Prior to the expiry of each annual coverage period, the successful bidder may submit revised premium rates for the subsequent twelve (12) months, together with a justification for any proposed changes. DCA reserves the right to review and accept or reject the revised premium rates. Where the parties are unable to reach mutual agreement on the premiums for the following annual coverage period, either party may elect not to renew the insurance coverage for the subsequent year without any liability or penalty. In such case, DCA reserves the right to procure the required services through a new procurement process. The Tenderer shall complete and submit the following documents with his/her tender: Proposal Submission Form (Annex 3), duly completed, signed, and stamped by the authorized representative. Legal documentation of the Candidate, including, as applicable, the Commercial Registration Certificate, Ministry of Finance (MOF) registration, Company Profile, Company Registration Documents, and any other relevant legal documentation. The complete Request for Proposal (RFP) document, with all pages initialled, signed, and stamped, including the General Terms and Conditions and the Code of Conduct for Contractors. A reference list of at least three (3) clients to whom the Candidate has provided similar medical insurance services within the last Three (3) years, including the client name, contract description, contract period, approximate number of insured beneficiaries (where applicable), and contact details. The completed Questionnaire Form duly signed and stamped. A sample Medical Insurance Policy, including all applicable terms, conditions, exclusions, waiting periods, deductibles, and co-payment provisions. A complete and up-to-date list of the contracted hospital network, healthcare providers, laboratories, and pharmacies available under the proposed policy. A detailed Claims Management Procedure describing the claims submission process, approval process, reimbursement process, service timelines, and available communication channels. Details of the proposed Dedicated Account Manager and customer support structure, including contact information, escalation procedures, and service availability.
