Request for proposals for Liberate Baseline Study Closing Date: Sunday, 02. Oxfam in Lebanon is seeking to recruit a consultant/consultancy firm to lead on the baseline study to assess the existing situation related to human rights and ecosystem surrounding it. This analysis aims to inform the implementation planning for the LIBERATE project that endeavors to enhance inclusivity and human rights for overlooked population groups in Lebanon. The sample size to be proposed by the consultancy firm/consultant is indicative and the final selection should align with the number of working days and the thematic expertise, as indicated in this ToR. Technical interviews will be organized with the consultancy firm/consultant who score 75/100 points (following the summation of technical and financial scores). Oxfam has been working in Lebanon since 1993 providing humanitarian assistance to vulnerable people affected by conflict, and promoting economic development, good governance at a local and national level, and womens rights through Oxfams work with partners. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. The Liberate project is a GAC funded project that started in March 2026 and ends in March 2031, and that seeks to increase the enjoyment of human rights by marginalized groups in Lebanon, particularly women and girls in all their diversity, LGBTQI+ communities, persons with disabilities, and older persons. The project is grounded in feminist, rights-based, and locally led approaches that recognize affected communities not only as beneficiaries but as key actors in shaping solutions, priorities, and pathways for change. The Liberate project works across all Lebanese governorates and across a range of interconnected human rights and inclusion priorities, including gender justice and womens rights, prevention and response to gender-based violence, LGBTQI+ rights and inclusion, disability inclusion and accessibility, rights and inclusion of older persons, civic space and participation, human rights advocacy, access to quality and inclusive services (including for survivors and those at risk of GBV), mental health and psychosocial support, movement building, and strengthening the capacity and sustainability of human rights organizations, women-led organizations, and grassroots initiatives. SPECIFICATION OF WORK REQUIRED Oxfam is looking to hire a consultant/consultancy firm for 35 working days, to conduct a baseline study for the Liberate project. The themes of Liberate are Gender justice and protection, Rights, Inclusion, and Diversity, Civic engagement and human rights and Mental health and wellbeing and Movement building and organizational strengthening. Given the current Lebanese context, characterized by economic crisis, shrinking civic space, and social inequalities, the baseline will provide critical insights into the existing capacities, gaps, and barriers affecting human rights and marginalized groups. The baseline study will assess the current level of enjoyment of human rights among vulnerable groups, including women and girls in all their diversity, LGBTQI+ communities, persons with disabilities, in addition to the existing environment, ecosystems, and institutional capacities that influence human rights advancement in Lebanon, through identifying the existing availability and gaps in services and activities. The baseline study will provide the project team with specific values for all indicators in the Project MEAL Framework (PMF) at the start of the project. Baseline data are intended to be utilized to: Inform the establishment of realistic and achievable targets; Provide a point of reference against which progress on or towards the achievement of outcomes will be assessed, monitored, and evaluated; and inform project implementation. The baseline study will be conducted using a mixed-methods approach, incorporating both quantitative and qualitative data collection techniques. The methodology should be guided by Oxfams feminist MEAL principles[1] and the consultant/consultancy firm is expected to develop and present a detailed methodology for Oxfams review and approval during the inception phase. The baseline study must ensure that data collection processes are safe, inclusive, and context-sensitive, taking into account the civic space limitations, gender and power dynamics, and safeguarding considerations relevant to the Lebanese context. The methodology must make use of existing evidence data within the Liberate project, including: Project theory of change (TOC) Project Logical framework and MEAL framework Project Implementation Plan (PIP) document Gender analysis report In addition, qualitative data collection should be conducted including (but not limited to): Key Informant Interviews (KIIs): Engagement with project stakeholders, including partners, policymakers and local actors. Focus Group Discussions (FGDs): Gathering qualitative insights from target community members and grassroots organizations. The approach must be participatory and feminist, engaging key stakeholders in reflective and inclusive ways, taking into consideration Oxfams Feminist MEAL principles throughout the process. This includes: Youth participants, especially those engaged in advocacy, campaign design, or SRHR work. Local partners present in the areas of implementation. Oxfam staff (e.g., project manager, MEAL staff, and field team). Relevant local actors who are engaged within human rights work. The consultant is expected to provide the following deliverables: An inception report detailing methodological approach and tools to be used Cleaned database (qualitative, quantitative) - raw collected data should also be shared Report with findings and recommendations (including consolidation/synthesis of the results from different sources). The report should not exceed 25 pages (excluding annexes). Final revised report - number of revisions depend on the quality of the submitted document Power Point Presentation of the findings A fact sheet with main findings and recommendations Validation Workshop delivery to Oxfam and local partners The baseline study report (25pages excluding annexes) must be comprised of the following sections: Executive summary Introduction Methodology: How the data was collected, analysed, and validated (design study, sampling, protocols for data collection, criteria for disaggregation) Including challenges and limitations that must be considered to understand and interpret findings Key findings: Critical analysis of the collected data through statistical treatment Actionable recommendations emerging from the analysis including: Suggested reflections or adaptations to the Theory of Change or MEAL framework for future projects. Analysis of outcome- and output-level achievements and any unintended results. Emerging learning questions that should inform future advocacy, SRHR work, shrinking civic space and current worldwide budget limitations and cuts. Lessons to inform the design, implementation, and MEAL of similar upcoming projects. Annexes: A copy of all tools, surveys and questionnaires used for data collection (qualitative or quantitative) Data sets (original and cleaned) including any field notes Other documents as needed The consultancy firm/consultant should have the following competencies: Essential Prior experience working on research/projects specific to gender justice and human rights context. A minimum of 5 years of experience in conducting evaluations, specifically baseline studies. Knowledge of gender-sensitive and feminist approaches. Exposure to principles of partnering and local leadership. Excellent communications skills in English, including advanced writing skills. Strong communication and writing skills in Arabic are mandatory. Familiarity with Oxfams work or other international NGOs will be an advantage.
