1. The Subject Of The Order Is The Task Titled: Purchase And Delivery Of It Equipment Along With Software And Implementation Services For The Needs Of The Municipal And Housing Department In Police2. A Detailed Description Of The Subject Of The Order Is Included In Annex No. 9 To The Swz And In The Contract Template Constituting Annex No. 6 To This Swz. 3. The Ordering Party Does Not Divide This Order Into Parts. Therefore, The Contracting Authority Does Not Allow The Submission Of Partial Offers Referred To In Art. 7 Point 15 Of The Public Procurement Law. Reasons For Not Dividing: The Order Is A Single-Discipline Contract. The Subject Of The Order Constitutes A Whole In Technical, Functional, Economic And Utility Terms. It Is Advisable For Them To Be Carried Out By One Contractor In Order To Minimize Any Discrepancies In Deliveries. Moreover, The Scope Of The Order Does Not Limit The Availability For Small And Medium-Sized Enterprises, Therefore Dividing The Order Is Inappropriate.4. The Ordering Party Informs That If The Description Includes Product Names, Trademarks, Patents Or The Origin, Source Or Specific Process That Characterizes The Product Supplied By A Specific Contractor, They Refer Only To The Quality And Type Of The Product, And The Ordering Party Cannot, For Objective Reasons, Describe The Subject Of The Order In A Sufficiently Precise And Understandable Way, Therefore Such An Indication Is Accompanied By The Words Or Equivalent.5. In Each Case Of Using Material, Product, Standards, Technical Assessments, Technical Specifications And Technical Reference Systems Referred To In Art. 101 Section 1 Point 2 And 3 Of The Public Procurement Act, The Ordering Party Allows The Submission Of Offers Containing Goods (Equivalent Materials And Devices), And All Goods (Materials And Devices) Specified In The Documentation, Originating From Specific Manufacturers, Specify The Minimum Quality Parameters And Functional Features That The Goods Must Meet In Order To Meet The Requirements Set By The Ordering Party. The Contractor May Refer In The Offer To The Use Of Equivalent Goods (Materials And Devices) Described In The Swz, Submitting A List Of Equivalent Goods (Materials And Devices). In Such A Case, The Contractor Is Obliged To Demonstrate That The Goods He Offers (Materials And Devices) Meet The Requirements Specified By The Ordering Party (Equivalence Criteria). The Contractor Who Uses Equivalent Devices Or Materials Will Be Obliged To Demonstrate During The Execution Of The Order That The Devices And Materials Used By Him Meet The Requirements Specified By The Ordering Party. At The Stage Of Conducting The Procedure, The Ordering Party Requires The Contractor To Submit An Inquiry About The Admission Of An Equivalent Product Along With The Justification Referred To Above.
