The organization promotes womens empowerment and contribution to development processes, and works to support womens right to political, economic and civil rights, and to ensure their access to justice and the enjoyment of their right to a life free from violence. Background on the project: The project " Enhancing Womens Livelihoods and Economic Resilience in Tulkarem", implemented by the Palestinian Working Womens Association for Development in partnership and funded by the Swedish Womens Organization, KVINNA till KVINNA (KtK), aims to enhance the economic resilience, sustainability and teamwork of women-led small businesses in Tulkarem, through training, psychosocial support, micro-grants, and strengthening the presence in the local market. and a young woman every year), with priority given to displaced women, breadwinners of their families and young women. The project adopts a collective enterprise support model, recognizing that women in crisis contexts often work in small, informal, and collective business structures. The project aims to achieve three main outcomes, which are as follows: Outcome 1: Women-led small businesses in Tulkarm show improved economic viability, business management capacity, and sustainable production practices The second outcome: Women entrepreneurs achieve stronger psychological and social resilience and collective solidarity Outcome Three: Women-Led Small Enterprises Strengthen Their Market Presence, Collective Voice, and Engagement with Economic Actors Locally and Nationally Advisory Objective: Contracting with an economic expert in the field of small enterprises and their management, to implement the economic component of the project, to ensure: Improving the economic viability of targeted small enterprises Developing womens capacities in financial management, production or service management and marketing Design and implement sustainable micro-grant mechanisms Strengthening links, marketing channels and green economy Task Force and Main Tasks: Initial Economic Evaluation: Conducting an evaluation of a number of projects (10 projects) to identify needs and opportunities, identify priorities, and develop comprehensive business plans for five projects (benefiting 15) women and youth, to be built and developed in a participatory manner with the beneficiaries during and after the training Curriculum and training materials development including pre- and post-assessment: and implementation of an intensive five-day training program (30 training hours) with the participation of 15 women and young women, in entrepreneurship, financial management, marketing, and small enterprise management. Mentoring and follow-up: Field visits and individual and group mentoring, to guide and support the sustainability of projects with a total of fifty visits or sessions (duration of the visit from 2 to 3 hours) Developing evaluation and co-selection models for projects: Developing transparent criteria and mechanisms for small grants ranging from ($10002000) per project, Strengthening Links and Marketing Channels: Supporting Marketing Strategies and Connecting Projects to Local Markets Integrating the Green Economy: Introducing sustainable and environmentally friendly production practices and proposing appropriate models such as recycling and water reuse... etc. Monitoring and evaluation: Develop impact measurement tools, prepare periodic reports, contribute to the continuous learning processand engage with the project team in developing the logical framework for analysis Participation in Political Dialogues with the Relevant Economic Actors in Tulkarem in the Presence and Participation of Women Beneficiaries of Training and Grants (2 Meetings) Providing the hall and transportation for the beneficiaries and any supplies to hold trainings and meetings is the responsibility of the association Required Qualifications and Experience: Masters degree in Economics, Economic Development, Business Administration, or a related field A minimum of 5 years of experience in womens livelihood or economic empowerment programs, preferably in the West Bank and in the northern West Bank specifically Documented experience in: Preparation of curricula, training materials and business plans for small enterprises Small Grant Management and Individual and Crowdfunding Mechanisms Monitoring, evaluating and measuring the economic and social impact. Strong skills in: Economic and financial analysis and preparation and development of business plans Designing market strategies and linking projects to the local economy Integrating the principles of green economy and sustainability Proficiency in Arabic, and ability to prepare plans and reports in English Ability to train, work in the field, and facilitate training groups Familiarity and commitment to the principles of feminism and gender sensitivity Strong communication and communication skills with diverse social groups Evaluation Criteria: Related Qualifications and Experience 25% Proposed methodology and action plan, including monitoring and evaluation mechanisms, 30% Implementation Timeline 15% Financial Proposition 30% Expected Outputs and Completion Date General Needs Report Includes Setting Priorities and Intervention Proposals for 15 Beneficiaries (5 Collective Projects) until 31 August 2026 Project Evaluation Form with Clear Foundations and Criteria until August 31, 2026 An integrated training curriculum in entrepreneurship and financial management for small enterprises, including training materials and pre- and post-measurement tools until September 7, 2026, and the implementation of the training until September 30, 2026.
