Tenders are invited for Facilitators to Moderate Round Table Discussions for Religious Figures and Local Leaders on Gender Equality and GBV Prevention. 1. Background: The Lebanese Women Democratic Gathering (RDFL) is implementing the United Nations Trust Fund (UNTF) project to strengthen protection, access to justice, psychosocial well-being, and economic empowerment for women and girls affected by gender-based violence (GBV) in Beirut & Mount Lebanon (BML) and Bekaa. As part of Outcome 3, the project seeks to engage community stakeholders in promoting gender-equitable social norms and strengthening community ownership of GBV prevention efforts. To support this objective, RDFL will organize round table discussions bringing together religious figures and local leaders to foster dialogue, encourage collaborative approaches, and strengthen the role of influential community actors in preventing GBV. RDFL intends to recruit two facilitators under this assignment, one to moderate the round table discussion in Beirut & Mount Lebanon (BML) and one in Bekaa. 2. Purpose of the Assignment To recruit two qualified facilitators to prepare and moderate one round table discussion each, engaging religious figures and local leaders in constructive dialogue on gender equality, gender-based violence, and the role of community leadership in promoting positive social norms and preventing violence. The facilitator is expected to develop and moderate a participatory one-day round table discussion that addresses, at a minimum, the following themes: Gender equality and gender norms. Understanding GBV and its root causes. The role of religious figures and local leaders in promoting positive social norms. Community-based approaches to preventing GBV and supporting survivors. Collaborative actions to strengthen community engagement in GBV prevention. Given the diverse backgrounds of religious figures and local leaders, the facilitation approach must actively employ Do No Harm principles, conflict-sensitive communication, and strategic framing. The content must bridge human rights frameworks with positive localized values to foster alignment rather than polarization. 3. Scope of Work Each selected facilitator will be responsible for: Preparing a one-day round table agenda and facilitation methodology in coordination with RDFL. Moderating one round table discussion in the assigned implementation area (either Beirut & Mount Lebanon or Bekaa) for approximately 20 religious figures and local leaders. Encouraging active participation, respectful dialogue, and exchange of experiences among participants. Guiding discussions around the agreed thematic areas while ensuring balanced participation. Documenting key discussion points, recommendations, and agreed follow-up actions. Submitting a final round table report summarizing the discussions, participant engagement, key recommendations, and proposed follow-up actions. 4. Round Table Objectives By the end of the round table discussion, participants will be able to: Exchange perspectives on gender equality and gender-based violence within their communities. Reflect on the role of religious figures and local leaders in promoting positive social norms and preventing GBV. Identify opportunities for collaboration to strengthen community engagement in GBV prevention. Develop practical recommendations and community-based actions that promote respectful relationships and gender-equitable norms. 5. Deliverables Each facilitator shall submit a unified Consultancy Output Package comprising: Deliverable 1: Inception Brief: A structured one-day agenda, participatory facilitation methodology, Pre-post assessment tools, and customized dialogue materials tailored to the specific regional context (BML or Bekaa) Deliverable 2: Operational Data: verified, re-identified attendance sheets, and aggregated pre-post assessment data table Deliverable 3: Final Narrative & Strategic Action Report: A comprehensive analytical report detailing key discussion threads, barriers identified by leaders, an aggregated capacity shift analysis, and a concrete roadmap of localized, community-led follow-up actions. 6. Required Qualifications Education Bachelors degree in: Psychology Social Work Sociology Gender Studies Education Human Rights Law or another relevant field. A Masters degree is considered an asset. Professional Experience Minimum 5 years of relevant professional experience in: Gender equality and GBV programming. Community engagement and social norm change initiatives. Moderating multi-stakeholder dialogues, consultations, or round table discussions. Working with religious leaders, community leaders, municipalities, civil society organizations, or similar stakeholders. Proven track record of navigating complex socio-religious dynamics and local governance structures in Lebanon, with deep contextual awareness of the socio-economic and protection realities specific to the targeted regions (BML or Bekaa) Experience working with UN agencies or international NGOs is considered an asset. Technical Competencies Demonstrated knowledge of: Gender equality and gender-transformative approaches. Gender-based violence prevention and survivor-centered principles. Community mobilization and social norm change. Participatory facilitation and dialogue moderation techniques. Conflict-sensitive communication and stakeholder engagement. Excellent communication, diplomacy, and facilitation skills, with the ability to moderate constructive discussions among participants with diverse perspectives. Experience working with diverse communities, including refugees and marginalized populations, is preferred. Languages Excellent command of Arabic. Good command of English. How to apply 1.
