Making a paper casserole dish for the general public to raise awareness of major natural hazards and good behaviour. Location of the mission The service can be carried out in Martinique or in the place of residence of the consultant. THE PIRAC Created in 2005, the Americas Caribbean Regional Intervention Platform (PIRAC) is the representative delegation of the French Red Cross (CRF) for the Caribbean region based in Guadeloupe as well as its operational mechanism for humanitarian action and regional cooperation. PIRAC helps the populations of the Caribbean during all major disasters and works to develop actions to strengthen the resilience capacities of populations in France as well as in the countries of the Caribbean arc and the Guiana plateau. 2. THE "FOK NOU PARÉ" PROJECT Since 2019, PIRAC has been developing tools to raise awareness of natural risks and good behaviour to strengthen the culture of risk in the French West Indies. Since the beginning of 2026, a project called "Fok Nou Paré", funded by the Department of the Environment, Planning and Housing (DEAL), aims to develop the populations risk culture to be better prepared to react to major risks and climate change by promoting appropriate behavior through playful and participatory educational approaches. This project has two outcomes: R1: Pupils in cycle 3 of schools located in the CACEMs priority education zone are made aware of the protection measures in the face of the risks affecting the territories by trained and equipped teachers. A2: Risk reduction actors are actively collaborating in the realization of the project so that education and prevention of natural risks for the Martinican population is a priority for the territory. The project targets the Martinican population, with a focus on primary school students (CM1 and CM2), as well as middle school students in the 6th grade. Although the project is aimed more specifically at the school public, it is ultimately the entire population, all communities combined, that is targeted by this project. The service is part of the second result of the Fok Nou Paré project, which aims to design and produce educational tools to raise public awareness of major natural hazards in Martinique. 3. OBJECTIVES OF THE SERVICE a. The objective of this service is to design two educational tools: a board game called Risk Péyi Matinik and a paper casserole dish, based on existing games developed in Guadeloupe. These tools are intended to raise awareness among the target audiences of the main natural hazards present in Martinique, as well as the behaviors to adopt before, during and after a disaster, through a participational, fun and educational approach promoting learning through play, ensuring that the youngest audiences are captivated, and that prevention messages are memorized. These games should make it possible to: to facilitate the understanding of the natural hazards present on the territory of Martinique; to promote the appropriation of the actions to be adopted before, during and after a disaster; to offer an attractive and mobilizable animation support during awareness-raising actions. b. Target audiences for the service The "Risk Péyi Matinik" edutainment kit and the paper casserole are intended primarily for the general public: Children from the age of 7. General public including all the following age groups: children, teenagers, young adults, adults, seniors. Although they are designed to be used with the entire population, "Risk Péyi Matinik" and the paper casserole will have to be particularly adapted to encourage the engagement of children and teenagers, while remaining fully mobilized during awareness-raising stands, educational activities, events for the general public and actions carried out by PIRAC in conjunction with the Territorial Delegation of the French Red Cross in Martinique and its partners in Martinique. c. Description of the service During the performance, it will be asked to design an edutainment game "Risk Péyi Matinik" and a paper casserole, based on the adaptation of the educational tools developed in Guadeloupe as part of the Paré pa Paré program. The content will be provided by the French Red Cross on the basis of adaptation work carried out with the support of technical and educational partners in Martinique. The service will focus on the main natural risks present on the Martinique territory, in particular: the earthquake; the tsunami; the hurricane; flooding; ground movements; volcanic eruption; lahar; climate change. The service must take into account: the specificities of natural hazards in Martinique; the institutional standards in force (ORSEC plan, Météo-France vigilance, PPRN, DDRM, DICRIM); local geographical, social and cultural realities; the coherence of prevention messages at the territorial level; the educational requirements to offer an accessible, attractive and non-anxiety-provoking tool, capable of capturing the attention of the general public, especially the youngest. Particular attention will be paid to: the readability and clarity of the content; the simplicity of the language used; the inclusiveness of the media; progressive consideration of accessibility, including in accordance with the principles of the FALC. The service includes layout, graphic harmonization, validation back-and-forth as well as the preparation of all the files ready for printing. d. Expected deliverables At the end of the service, the service provider must submit to the French Red Cross the finalized models as well as all the source files and exported files ready for printing of the "Risk Péyi Matinik" edutainment kit. The deliverables expected for the "Risk Péyi Matinik" are as follows: a 280x280x60mm game box; a 535 mm x 535 mm game board that can be folded into four; 108 double-sided 88mm x 64mm game cards; A storage box for cards; A 3-part laminated booklet of A5 game rules; 2 standard size 6 dice; 6 different colored wooden counters; A storage bag for pawns; An XL extension: a large format "Risk Péyi Matinik" tarpaulin of 3m x 3m, made from the existing game board. 2 large size foam dice 200x200mm. The deliverables expected for the Paper Casserole are as follows: A double-sided sheet 200 x 200mm after cutting, ready to fold in paper casserole format. Front: Question and Answer on natural hazards in Martinique arranged on the 8 sides of the unfolded support. Back: Key prevention messages and actions to be taken (before/during/after) a disaster and pictograms and visual identities Illustrated folding instruction (4 steps) on the outer side The service provider must also provide: Editable source files (Adobe Illustrator, InDesign, Photoshop, or any other equivalent format) Print-ready, high-definition PDF files digital broadcast versions; Low-definition versions for proofreading and validation. The printing, manufacture and physical supply of the dice, pawns, box or tarpaulin are not included in this service. e. Technical considerations The "Risk Péyi Matinik" edutainment kit and the paper casserole will have to be designed in such a way as to guarantee simple, robust and attractive use during activities to raise awareness of natural risks. All the media (game box, board, cards, game rules, event cards, educational tarpaulin and material in XL format) and the paper casserole must be the subject of a clear, structured layout that is consistent with the graphic universe of the Fok Nou Paré project. Particular attention will be paid to the readability of the content, the simplicity of the messages, the inclusiveness of the illustrations and the ability of the game to capture the attention of the youngest. Files must be designed in high quality and meet the following technical requirements: Minimum resolution of 300 dpi for printing; legible and accessible typography; Legible pictograms clarity and prioritization of information; progressive compliance with the principles of the FALC (Easy to Read and Understand); pedagogical and graphic coherence of all the media; integration of the logos of the French Red Cross, institutional partners and technical bodies concerned. The 3m x 3m "Risk Péyi Matinik" educational tarpaulin as well as the elements of the game must be adapted to the XL format and to a large format print and designed for repeated use during group activities. The materials must comply with the graphic charter of the French Red Cross, the Fok Nou Paré project and, where applicable, the financial and technical partners. They will have to be clearly organized in order to allow their reuse, updating and subsequent adaptation by the project teams. 4. PROCESS AND EXPECTED RESULTS The service will take place as follows: At the launch of the service, a scoping meeting will allow the service provider to present its methodology, and the execution schedule according to PIRACs expectations. A framework note will be written by the service provider. After validation of the methodology, the service provider will proceed with the production of the educational tools. Regular exchange points will be organized with the project team to ensure the consistency of the content with the orientations of the Fok Nou Paré project and the technical requirements.
