Tenders are invited for Purchasing of Developed Field Systems and Equipment / Nodal System with Training The Oil Exploration Company (OEC) one of the Iraqi Ministry of Oil Companies, announces for the second time the issuance of the a / m tender within (operation / research and development) Budget described as below: Node Units (with QTY./ 22542 unit) that have the following universal specifications: Internal MEMS sensor. Unit storage not less than 16GB or enough for 60 days/24h recording at 2 ms sample rate. Integrated rechargeable battery with operation battery life at field of 20 days or more for 24 working hours per day. Sampling interval: 4ms, 2ms, 1ms. Wireless enabled deployment (node deployment should have an option for automatic wireless assignment of point numbers based on loaded points and node GPS location) .Remote real time QC. Integrated GNSS (GPS, BeiDou and/or Galileo and/or others). Operating temperature: -40 °C to +60 °C. Water proof with IP68. Node should be repairable and the battery should be replaceable. System Operational Accessories that have at least the following: All system accessories and devices (Node charging and data harvesting rack, Handheld tablet for node deployment, ...etc) that can handle the daily rotation at least 20% from the quantity of nodes mentioned in item 1. Remote real time QC accessories that can handle the quantity of nodes mentioned in item 1. Permanent licenses for all system software. The system should be capable of running at least 40,000 nodes per VP (per shot point). Each critical item (that is required in a quantity of one per system such as Server, Client, etc) shall include one complete spare unit. Training (operation and maintenance) of 8 persons (for a period enough for the training agenda and not less than 20 working days). Technical support (online for one year and on site for 1 month during system startup). The system license must be unlimited in time and all updates (new patch files that solve system problems, add new features...etc.) must be free and without requiring license renewal. The training should be held before shipping the full equipment of the order. Provide us with the training agenda and shall be revised by OEC technicians. The node shall be suitable for deployment and operation in all typical field environments, including rocky, agricultural, sandy, and compacted soils, with or without burial, while maintaining full compliance with the specified seismic data quality and performance requirements. Real time QC data should be transmitted to the central recording system in areas that allow smooth real time data transmission (for example no gaps in the receiver spread). Exported SEG-D files should be compatible with the CGG Geocluster Field Processing Software, or providing a SEG-D convertor software for the Geocluster .The system shall have the ability to export SEG-D files in both shot gather and receiver gather domains. The origin should be: USA, Western Europe, and shall be new and free from manufacturing defects. The warranty period should be one years started from the actual operation and the delivery period should be 180 days based ON (DDP at OECs warehouse Baghdad. The required qualification criteria for the tender include: (financial capability demonstrated by a bank statement amounting to USD 4,955,392 (Four Million Nine Hundred Fifty-Five Thousand Three Hundred Ninety-Two United States Dollars), With details specified in the standard documents), and (one completed similar project executed within the last ten (10) years prior to the tender closing date, with a value not less than 50% of the estimated cost. Alternatively, two completed similar projects within the same period may be submitted, provided their combined value meets the required threshold.), and (technical specifications represented by the technical offer) and (audited final accounts for the three (3) years preceding the tender announcement). Competent and Specialized companies with financial abilities which are interested to participate in the a/m tender may visit the Oil Exploration Company/headquarter at the fourth floor of the building of Ministry of Oil documents according to the following: 1- to obtain tender documents in which the technical specifications, the contractual conditions and standard documents are described against non-refundable amount of (2,500,000 ID) two million five hundred thousand Iraqi Dinars which should be applied. The amount shall be refundable only in case of cancellation of the said tender. 2- Bidders must submit a bid bond in favor of OEC with an amount of (247,770 USD) two hundred forty seven thousand seven hundred seventy USD In the form of bank guarantee, certified check or bank draft from Iraqi accredited bank with a validity period of (120 days). 3- The estimated cost of the above tender is 12,388,480 USD (twelve millions three hundred eighty eight thousand four hundred eighty USD). 4- The closing date of submitting offers is on Sunday 2/8/2026 (During the official working times) and the validity of the offers should be not less than (120 days). 5- Bids shall be submitted in triplicate, with the tender number and copy type clearly marked on each envelope. 6- the meeting of answering enquires of bidder shall be on Tuesday 26/7/2026 The place of submitting offers and enquires of bidder is at the 3rd floor of OEC in the building of Ministry of Oil. 7- Offers shall be opened in public on Monday 3/8/2026 at 10:00 am. The referral takes place according to the lowest prices for offers that meet the conditions of availability of quality and the approved quality specifications. OEC is not committed to accept the lowest commercial offers, the bidder who wins the tender will bear all legally imposed fees and taxes.
