Tenders are invited for Mitigation Hierarchy and Nature Positive Gap Analysis for Gabon INTRODUCTION The Wildlife Conservation Society (WCS) is a New York not-for-profit corporation and is a tax-exempt organization as described in Section 501(c) (3) of the U.S. Internal Revenue Code. WCSs charitable purpose is to save wildlife and wild lands through careful science, international conservation, education, and the management of the worlds largest system of urban wildlife parks. The Wildlife Conservation Society (WCS) seeks support to assess the extent to which Gabons legal, regulatory, institutional and technical frameworks support effective implementation of the mitigation hierarchy and nature positive principles. 2. BACKGROUND WCS received funding from the UK Foreign, Commonwealth & Development Office (FCDO) under its Forest Governance, Markets and Climate Program, Phase 2 (FGMC2) for a four-year project relating to driving transformational change to mitigate direct and indirect mining impacts on high-integrity forests. WCS has been working in Gabon for several decades, supporting the Government of Gabon in biodiversity conservation through applied science, policy development, and technical assistance. Within the FGMC2 project, WCS will lead the Nature Positive component by supporting the integration of the mitigation hierarchy and biodiversity considerations into the mining sector. OBJECTIVES OF PROJECT This project aims to strengthen laws, policies, regulations, and standards in producer countries (Gabon and Laos), consumer countries (China and the EU), and global fora to reduce deforestation and degradation, enhance forest stewardship, and ensure inputs to decisions-making by women and Indigenous Peoples & Local Communities. It does so through multi-stakeholder platforms, proposals for policy reform, advocacy, capacity building, technical guidance, and evidence-based tools, grounded in the mitigation hierarchy and Nature Positive principles applied to mining practices. 4. SCOPE OF THE SERVICES Under this assignment, the selected service provider will be responsible for: Review of Environmental Impact Assessment (EIA) Identify Priority Gaps and Opportunities Develop Recommendations and Roadmap 5. DELIVERABLES The expected deliverables include: Inception Report Draft Policy and Capacity Gap Analysis Report Stakeholder Validation Workshop Final Gap Analysis Report Technical Note on Environmental Impact Assessment Reform Executive Policy Brief 6. ELEGIBILITY AND SELECTION The Service providers should demonstrate: Proficiency with similar projects; Experience providing similar services; Appropriate technical expertise, staff capability, and fiscal resources; Expertise in environmental policy, environmental governance, environmental law, biodiversity conservation or related disciplines; Experience with mitigation hierarchy implementation and biodiversity impact management; Familiarity with No Net Loss, Net Gain and Nature Positive approaches; Experience conducting institutional, policy or governance assessments; Experience working in Africa, preferably Central Africa; Fluency in French and professional proficiency in English The detailed terms of references and other requirements are available on request, through the following email: ambabazi@wcs.org not later than 6th of August 2026. 7.
