Watercourse Managers, Authorities And Emergency Areas Do Not Currently Have A Tool Dedicated To Notifying The Risk Of Pluvial Flooding. These Events, By Their Unstable And Very Localized Nature, Require The Development Of Specific Tools. The Desired Application Meets This Need: A Tool Allowing The Automatic Calculation Of Rain Flood Risks, As Well As The Sending Of Notifications To Its Users. The Object Of The Contract Is The Provision Of Services Relating To The Development Of A Forecasting And Notification Tool For Flash Flood Risks By Runoff. Duration Of The Contract: 3 Years, Renewable Twice For 1 Year. Positions 2 (Support) And 3 (Training And Support For Users) May However Be Subject To Two Successive Renewals Of One (1) Year Each, Under The Conditions Provided For In These Special Specifications. These Renewals Do Not Concern Position 1 (Development) Nor The Initial Implementation Of The Solution. The Maximum Potential Duration Of The Contract, Including Possible Renewals Of Positions 2 And 3, Is Therefore Limited To Five Years. Given The Specificity Of The Market, The Contracting Authority Must Be Able To Ensure, Over Time, The Proper Functioning And Evolution Of The Solution Developed. Indeed, The Object Of The Contract Concerns The Implementation Of An It Tool Which, After Its Delivery, Requires A Configuration Phase, Appropriation By Users And Progressive Maintenance Over Several Years. The Possibility Of Renewing Support And Training Services Aims To Meet This Need. The Proposed Duration Respects The Application Of The Principle Of Competition And Is Not Excessive: It Is Not Intended To Create A Monopolistic Situation Or A Distortion Of Competition. A Shorter Duration Would Not Allow The Solution To Be Amortized And Would Generate Costs For The Contracting Authority.
