The Purpose Of This Public Procurement Is To Select A Supplier Of Net Electrical Energy (Min. 5% Of Which Is Produced By Renewable Energy Sources) At Freely Agreed Prices And A Coordinator Of A Balancing Group For Low Voltage To Sites Of The Shumen Odmvr In The Territory Of The Shumen District (According To The List); Inclusion Of The Objects In A Standard Balancing Group, As An Indirect Member, With The Coordinator The Contractor (As The Employer Will Not Pay A Fee For Participation In A Balancing Group), Incl. Provision Of Services In: Forecasting Of Electricity Consumption, Planning, Ordering And Balancing; Preparing And Submitting Hourly Daily Schedules And Sending Them For The Administration Of The Information Flow By The Electricity System Operator /Eso/ Ead; Assuming The Responsibility For Balancing - The Obligation To Financially Settle The Differences Between The Amount Of Electricity According To The Registered Schedule/Forecast Of Consumption And The Actual Consumption Reported By The Means Of Commercial Measurement, Or The Difference Between Purchases And Sales For A Given Settlement Period, As Well As All Activities Related To Participation In The Liberalized Electricity Market Of The Contracting Authority. The Contractor Will Also Be Entrusted With The Administration And Payment Of Network Services To The Electricity Distribution Network Operator. The Total Real Consumption Of Electrical Energy From The Contracting Authoritys Sites (A Total Of 22 Units, Appendix No. 1.1 To The Technical Specification) For The Last 12 Months Is In The Amount Of 604.93 ~ 605 Mwh. The Subject Of The Order Includes The Following Two Options: - Option For Additional Supplies - Exercise Of The Contracting Authoritys Unilateral Right (But Not An Obligation) To Realize Additional Quantities Of Electrical Energy Supplies During The Term Of The Contract Under This Public Procurement When New Lots Are Opened In The Name Of The Contracting Authority During The Term Of The Contract For The Current Public Procurement Or If During The Term Of The Contract Actual Consumption Of Electrical Energy Begins For Specific Three Objects Specified In The Technical Specification. The Estimated Amount Of Electricity Supply When Exercising This Option Is About 15 Mwh For The Duration Of The Contract; - Option To Extend The Term Of The Contract - When At The Time Of The Expiration Of The Term Of The Contract The Contractor Has Not Concluded A New Contract For The Award Of Supplies, The Term Is Extended Until A New Contract Is Concluded, But By No More Than 3 Months. Estimated Amount Of Net Active Electricity For Contract Extension Option Is About 152 Mwh The Total Estimated Amount Of Net Active Electrical Energy For The Entire Public Order, Together With The Two Options, Is About 1377 Mwh. On The Basis Of Art. 104, Paragraph 2 Of The Public Procurement Act, The Contracting Authority Provides That The Evaluation Of The Technical And Price Proposals Of The Participants Shall Be Carried Out Before Conducting A Preliminary Selection (The So-Called Reverse Order Of Consideration).
