Tenders are invited for Entrepreneurship & Business Incubation Trainer/Coach Closing Date: Monday, 20. Background and RationaleLebanon continues to experience one of the most severe economic crises in its modern history.Youth particularly those out of school, unemployed, and from refugee or impoverished hostcommunities face systemic exclusion from education, job markets, and dignified livelihoods.Compounded by poverty, instability, and restricted access to skills development, these conditionscreate an urgent need for targeted interventions that empower young people to pursue sustainable,self-generated income. Within this context, UNICEF Lebanon, with financial support from KfW Development Bank, isimplementing Phase 8 of its Adolescent and Youth Development Program (hereafter: theProgramme) through the implementing partner Mouvement Social MDSF. The Programme targets160 highly vulnerable youth aged 1824, both Lebanese and non-Lebanese, with a focus on thosewho are out of school and cannot re-enrol in formal education. The Programme follows a structuredpathway encompassing community outreach, vulnerability assessment, career guidance,Competency-Based Training (CBT), and a range of post-training transition pathways.Post-CBT pathways include: Cash for Work (C4W), longer-term Work-Based Learning (WBL), Advanced Technical Training (AT), Job Referrals, and Micro-Business Establishment / Self-Employment. The micro-business/self-employment pathway the subject of this Terms of Reference targets approximately 24% of the Programmes CBT graduates (approximately 34youth). These youth are identified through a mid-CBT survey assessing business mindset,entrepreneurial ideas, commitment, and readiness. Selected youth are those who demonstrate the motivation, aptitude, and practical skills necessary to establish and sustain a viable income-generating activity. The micro-business/self-employment component operates across two distinct streams: Micro-Business Establishment: Structured small businesses such as a shop, workshop, orservice-based enterprise, potentially involving one or more youth working together, withcapacity for growth and employment of others. Self-Employment: Individual income-generating activity characterised by low overhead,flexible arrangements, and limited investment including freelancing, home-basedservices, online selling, or small-scale client services. MDSF now seeks to procure the services of a qualified trainer, coach, or training provider (hereafter:the Trainer/Coach) to deliver the full cycle of the micro-business/self-employment component, froman 8-day training through to a 6-month incubation period, including business plan development,seed-funding assessment support, toolkit validation, and structured evaluations.It is important to note from the outset that seed funding is not automatically guaranteed to all participants. Approximately 80% of youth completing the training are expected to qualify for seed-funding support based on feasibility and readiness assessments; approximately 20% may be referred to alternative pathways such as Cash for Work or employment support. The final determination will rest with MDSF based on assessment results and available project resources. 2. Objective of the AssignmentThe overall objective of this assignment is to equip selected vulnerable youth with the knowledge,practical tools, personalised coaching, and sustained support needed to design, launch, andconsolidate viable micro-business or self-employment ventures that generate reliable income andcontribute to their long-term economic self-reliance. Specific objectives include:1. Deliver an 8-day practical and participatory entrepreneurship/self-employment trainingadapted to youth with limited formal education.2. Support each youth to develop a complete, market-realistic business plan.3. Assess each youths business feasibility, readiness, and commitment to determine eligibilityfor seed-funding.4. Validate and provide technical specifications for equipment/toolkit items requested inbusiness plans, ensuring alignment with seed-funding limits.5. Deliver tailored coaching and technical guidance during a 6-month incubation period.6. Monitor business progress, income generation, asset use, and sustainability at structuredmilestones (months 2, 4, and 6).7. Document all activities, coaching sessions, evaluations, and outcomes in clear reportsSubmitted to MDSF. 3. Scope of WorkThe Trainer/Coach shall be responsible for planning, delivering, monitoring, and reporting on allcomponents of the micro-business/self-employment activity. The full scope is organised into thefollowing components: A. Pre-Training Preparation Review all relevant project documents, beneficiary profiles, CBT background, andpreliminary business ideas submitted by youth. Prepare a detailed, session-by-session agenda for the 8-day training, adapted to the specific group composition and sectors represented. Develop or adapt training materials (presentations, exercises, templates, case studies,business plan guides) suitable for youth with limited education and practical learning preferences. Prepare all tools and templates needed during training, including the business plan template, market assessment worksheet, and seed-funding eligibility checklist. Participate in a mandatory orientation meeting with MDSF before training commences. Coordinate with the MDSF project team on logistics, safeguarding requirements, venue, attendance tracking, and reporting protocols. B. Delivery of the 8-Day TrainingThe training must be practical, participatory, and adapted simultaneously to the micro-business andself-employment tracks. It must be fully accessible for youth with limited formal education, relyingheavily on real-world examples, group work, role plays, and hands-on exercises drawn from the localBekaa/Zahle context.The 8-day curriculum must cover at a minimum the following topics: Introduction to entrepreneurship, self-employment, and micro-business: concepts,definitions, and differences between the two tracks. Business idea generation, filtering, and refinement. Market assessment: customer identification, local demand analysis, competitor mapping. Product and service definition: value proposition, differentiation, and positioning. Pricing strategies and cost calculation: direct costs, overheads, margins, and pricing for profit. Basic financial literacy: income and expense management, budgeting, simple cash flow. Supplier identification and procurement planning. Asset and toolkit identification: what is essential, reasonable, and within seed-funding limits. Revenue models and break-even basics. Marketing and customer communication: how to attract and retain clients. Operations and daily business management. Risk identification and mitigation planning. Problem-solving, adaptability, resilience, and entrepreneurial mindset. Business ethics, safeguarding, inclusion, and responsible use of project-provided assets. Preparation and progressive finalisation of individual or business plans. C. Business Plan DevelopmentThe Trainer/Coach must support each youth individually, or each collectively, to develop a completebusiness plan during and immediately following the training. Each business plan must include: Business or initiative name and description. Business type: self-employment or micro-business establishment. Beneficiary/partner profile and contact information. Target customer base and local market needs. Competitor mapping and the added value of the proposed business. Pricing strategy and preliminary financial projections. SWOT analysis (strengths, weaknesses, opportunities, threats). Required equipment, materials, and toolkit with estimated budget and specifications. Operational plan and estimated launch timeline. Expected income generation potential and growth pathways. Risk management plan. References or supporting information, where applicable. The Trainer/Coach must provide continuous feedback during the training and ensure that all finalbusiness plans are realistic, clear, market-relevant, and aligned with the available seed-fundingrange. Business plans that are not yet of sufficient quality must not be approved for seed-fundingassessment. D. Seed-Funding Assessment and Selection SupportFollowing the training, youth who complete the full 8 days and submit a finalised business plan will be assessed to determine eligibility for seed funding. The Trainer/Coach must: Evaluate each business plan using a transparent, standardised scoring tool covering:business feasibility, market demand, financial viability, operational readiness, growthpotential, youth commitment, problem-solving capacity, and resourcefulness. Participate in a joint assessment panel with MDSF and relevant project focal points. Provide objective scores and written justification for each youth. Discuss the 6-month incubation pathway with each youth to confirm willingness andcommitment. Identify youth whose business ideas are insufficiently developed and recommendappropriate alternative pathways (e.g., Cash for Work or employment support). Contribute to the final list of recommendations for youth eligible for seed funding.The Trainer/Coach must clearly communicate to all participants, both verbally and in writing, thatseed funding is not automatically awarded and is subject to a formal assessment and MDSF approvalprocess. No commitments or promises regarding seed funding may be made to any youth prior tothe official announcement of results. E. Toolkit and Equipment ValidationFor each youth approved for seed funding, the Trainer/Coach must: Review the business plan budget and list of requested items.
