Jul 2026 Intervention Sector(s): Gender issues Remuneration range: > 6000 (USD) Duration of Contract: 2 months ABOUT ABAAD ABAAD Resource Center for Gender Equality is a UN ECOSOC accredited organization founded in June 2011 that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD advocates for the development and implementation of policies and laws that enhance womens effective participation, through a rights-based approach that would bring about tangible change to gender justice. With the purpose of ending gender-based violence (GBV), ABAAD adopts a holistic care approach to provide protection and support services to GBV survivors\right holders during times of peace, war and disasters. As a leading agency on gender equality in the MENA region, ABAAD seeks to support and build the capacities of local, regional and international entities that are working to promote human rights, democracy and peacebuilding. Through its pioneer Masculinities programme, ABAAD also seeks to effectively engage men in working towards achieving an equitable society, free of hegemonic masculinities and violence against women. BACKGROUND OF THE ASSIGNMENT ABAAD recognizes the growing opportunities and risks associated with the use of Artificial Intelligence (AI) across its operations and programs. AI technologies can enhance productivity, improve decision-making, strengthen knowledge management, and support innovation. However, their use also introduces legal, ethical, operational, privacy, cybersecurity, and reputational risks that require appropriate governance. To ensure the responsible, ethical, and secure use of AI technologies, ABAAD seeks to recruit an experienced consultant to develop a comprehensive AI Policy and supporting implementation framework tailored to the organizations context, operations, and regulatory environment. The consultant will use existing international good practices and organizational templates as reference material while producing a policy that reflects the organizations governance structure, operational realities, and strategic priorities. CONSULTANCY OBJECTIVE The objective of this consultancy is to develop a comprehensive organizational AI Policy that establishes principles, governance structures, operational procedures, and accountability mechanisms for the responsible adoption and use of Artificial Intelligence throughout the organization. The policy should enable innovation while ensuring compliance with applicable laws, data protection requirements, ethical standards, information security, and organizational values. SCOPE OF WORK AND METHODOLOGY The consultant will be responsible for the following tasks: Policy Development: Develop a comprehensive AI Policy applicable to all ABAAD staff, contractors, and third-party service providers. This includes defining the scope, principles, acceptable use, and governance framework for AI within ABAAD Data Privacy and IP Protection: Establish data governance requirements and intellectual property safeguards that promote the secure, ethical, and compliant use of AI across the organization Validation and Training: Conduct a training workshop with internal stakeholders across all departments to ensure effective mainstreaming, understanding, and adoption of the policy Risk Management: Incorporate model risk management and validation considerations into the policy Deliverables The consultant is expected to deliver the following: A comprehensive ABAAD AI Policy document Training of Trainers for staff A final report summarizing the policy development process, key recommendations, and training outcomes Consultant Qualifications The ideal consultant should possess: A comprehensive understanding of ABAADs work is preferred Demonstrated expertise in AI governance, policy development, and ethical AI frameworks Proven experience in drafting policies related to data governance/protection, privacy, and intellectual property for humanitarian and development agencies, particularly in GBV contexts involving sensitive survivor information. Strong understanding of international best practices in AI ethics, data privacy regulations and cyber security Proven ability to conduct effective workshops and training sessions Excellent communication and report-writing skills Familiarity with the "Do No Harm" principle and survivor-centred approaches and their applications in policy development across humanitarian or development contexts Education: Advanced degree in Law, Information Technology, Artificial Intelligence, Digital Governance, Public Policy, Cybersecurity, Information Systems, or a related field Duration of the Consultancy The consultancy will be implemented from August 2026 to October 2026 Reporting and Supervision The Consultant will report directly to ABAAD Director and work closely with the Partnerships & Resources Mobilization Lead Professional Experience: Minimum 5 years of relevant professional experience. Demonstrated experience developing AI and data governance frameworks and policies. Experience in organizational policy development. Strong understanding of AI governance, ethics, cybersecurity, privacy, and data protection.
