Tenders are invited for VY-CW12: Supplementary Work: Supply, installation, and construction of lifting pumping stations (wastewater) and the remaining collection network in Vinh Yen Ward and Vinh Phuc Ward L3590/3591-VIE: Secondary Green Cities Development Project (Vinh Yen Subproject) The Social Republic of Vietnam has received financing from the Asian Development Bank (hereinafter called "ADB") toward the cost of the Secondary Green Cities Development Project (Vinh Yen Subproject). Part of this financing will be used for payments under the contract package named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Vinh Phuc Regional Project Management Unit (the Employer) invites sealed bids from eligible Bidders for the construction and completion of Supplementary Work: Supply, installation, and construction of lifting pumping stations (wastewater) and the remaining collection network in Vinh Yen Ward and Vinh Phuc Ward (the Works). Summary of works: - Construction of approximately 9.23km of gravity sewer lines (levels 1 and 2) using HDPEPN6 pipes with diameters from D250 to D400; and 437 manholes. - Construction of approximately 3.83km of pressure sewer lines (levels 1 and 2) using HDPE-PN8 pipes with diameters from D250 to D280. - Construction of a tertiary wastewater collection network about 2.58km using uPVC pipes with diameters from D160 to D200; 119 manholes; 164 household connection boxes; and 75 combined sewer overflows. - Construction of approximately 4.53km of tertiary pressure sewer lines using HDPE PN8 pipes with diameters from D90 to D180. - Construction of 02 pumping stations (levels 1 & 2) with Q = 154m3/h, H = 13m; and Q = 142m3/h, H = 14.7m using reinforced concrete. - Construction of 09 service pumping stations with Q = from 11m3/h to 58m3/h, H = from 4.6m to 10m, using reinforced concrete. - Construction of 2.38km of box culverts for rainwater drainage in Thanh Tru commune with dimensions BxH = 1000x1200; BxH = 1200x1500; BxH = 1500x1800; BxH = 1600x1800; 43 reinforced concrete box culvert inspection manholes; 01 reinforced concrete rainwater outlet to Phan River. Site location: Vinh Phuc Ward and Vinh Yen Ward, Phu Tho Province Contract implementation period: 18 months Contract type: Contract with the fixed unit price National Competitive Bidding (NCB) will be conducted in accordance with ADBs Single Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: Construction experience: Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and has similar nature to the work being tendered, of which the participation value of the Contractor must be at least VND 115,179,292,000 (One hundred fifteen billion one hundred seventy-nine million two hundred ninetytwo thousand Vietnamese dong). The similarity of the Contractors participation shall be based on the size, nature of works, complexity, technology method, or other characteristics as described in Section III - Evaluation and Qualification Criteria, details are as follows: Construction of technical infrastructure projects of grade III or higher (including similar items such as: Construction of 9,000 m of grade 1, grade 2 wastewater collection pipelines located within urban areas, including excavation of foundation pits using larsen sheet piles and ensuring traffic flow on urban roads; Construction of wastewater pumping stations (capacity up to 150 m3/h); road restoration with crushed stone base, hot asphalt concrete surface and sidewalks). Financial requirements: The Bidders net worth for the last year (2025), calculated as the difference between total assets and total liabilities, should be positive. Minimum average annual construction turnover of VND 191,965,486,000 VN (One hundred ninety-one billion nine hundred sixty-five million four hundred eighty-six thousand Vietnamese dong) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2023, 2024, and 2025).
