Tenders are invited for Conducting a Socio-Anthropological Study as Part of the "Support for Pastoral Emergencies" Project in Hodh Chargui. Closing Date: 22 Jul 2026 Type: Consultancy Action Against Hunger Mauritania is seeking to recruit a consultant, group of consultants, or external consulting firm to carry out a socio-anthropological study as part of the project "Support to Pastoral Emergencies" in Hodh Chargui. The general objective of the study is to produce a socio-anthropological analysis of the social dynamics, the factors of tension and the local governance mechanisms around access to natural and pastoral resources, in order to orient the projects interventions towards strengthening social cohesion, conflict prevention and the concerted management of agropastoral resources. The selected design office will have to present a mixed methodology, articulating qualitative and participatory approaches in order to understand the complexity of local socio-anthropological dynamics. It will be based on an analytical framework integrating the analysis of social cohesion, conflict systems, local governance and differentiated vulnerabilities. A critical review of the literature and secondary data will help contextualize the results. The primary data collection will be based on semi-structured interviews with key informants selected for their strategic position within the social systems studied. Focus groups, stratified by gender, age and migration status, will help to grasp the plurality of social representations and lived experiences. Participatory tools, such as social mapping, analysis of connectors and dividers, and seasonal calendars of tensions, will be mobilized to co-produce the information with communities. In-depth case studies will complete the system in order to explore individual and collective trajectories of vulnerability and resilience. Direct observation will be a complementary lever for documenting social practices, interactions and informal dynamics. The sampling will be based on a reasoned strategy aimed at maximizing the diversity of profiles and the analytical relevance of the data collected. The data analysis will be conducted using a thematic approach, combined with a systematic triangulation of sources and methods. The study will cover six communes located in the moughataas of Bassikounou and Adel Bagrou in the wilaya of Hodh Chargui, namely Bassikounou, Dhar, El Megve, Adel Bagrou, Sivane and El Mesghoul. How to apply The selected design office will present a multidisciplinary team combining expertise in socio-anthropology, conflict analysis, agropastoral systems and social inclusion. It will be led by a senior head of mission, responsible for methodological design, scientific supervision and production of deliverables. The team will include a specialist in conflict and social cohesion, as well as an expert in agropastoral systems in order to analyse the dynamics related to natural resources. Specific expertise in gender and social inclusion will be mobilised to ensure a differentiated analysis of vulnerabilities. Data collection and analysis will be supported by a researcher and a team of interviewers who are proficient in local languages and context.
