1. The Subject Of The Order Is The Purchase Of Dmr Radios For Volunteer Fire Department Units In The Province. Podkarpackie As Part Of The Civil Protection And Civil Defense Program For 2025-2026. A Detailed Description Of The Subject Of The Order Is Included In Annex No. 4 To Swz.2. If The Documentation Would Indicate Trademarks, Patents Or Origin In Relation To Certain Materials And Devices, The Ordering Party, In Accordance With Article 99(5) Of The Act, Allows The Submission Of Equivalent Products. All Products From Specific Manufacturers Specify The Minimum Quality Parameters And Functional Features That The Goods Must Meet In Order To Meet The Requirements Set By The The Ordering Party And Constitute Only The Quality Standard Of The Subject Of The Order. By The Provision Regarding The Minimum Requirements For Quality Parameters, The Ordering Party Understands The Requirements Of The Goods Contained In Publicly Available Sources, Catalogs, And Websites Of Manufacturers. The Use Of Exemplary Names Of The Manufacturer Is Only Intended To Specify The Level Of Expectations Of The Ordering Party In Relation To A Specific Solution. Therefore, The Use Of The Names Of Producers / Products / Is Only Exemplary Equivalent With Quality Parameters And Functional Features, At Least At The Level Of The Parameters Of The Indicated Product, Thus Recognizing Each Product With The Indicated Parameters Or Better. In Such A Situation, The Ordering Party Requires The Submission Of Appropriate Documents (Along With The Offer) Confirming These Materials Or Devices. They Will Be Subject To Assessment By The Ordering Party, Which Will Be The Basis For The Ordering Partys Decision To Accept Equivalents. The Ordering Party Reserves The Right To Ask The Author Of The Design Documentation For An Opinion On The Offered Materials Or Devices. If The Contractor Does Not Submit Documents Regarding The Use Of Other Materials And Devices, It Is Understood That The Materials And Devices Proposed In The Description Of The Subject Of The Order Were Included In The Calculation Of The Offer Price.3. When Describing The Subject Of The Contract In The Attached Detailed Description Of The Subject Of The Contract By Reference To The Standards, Technical Assessments, Technical Specifications And Technical Reference Systems Referred To In Art. 101 Section 1 Point 2 And Section 3 Of The Public Procurement Law, The Ordering Party Allows Solutions Equivalent To Those Described, And References To Each Such Description Are Accompanied By The Words Or Equivalent. 4. The Technical And Qualitative Features Of The Subject Of The Order Should Comply With Polish Standards Transposing European Standards Or Standards Of Other Member States Of The European Economic Area.
