Adult And Other Education Services – Helsinki Employment Services, Kotopilotti. Helsinki Employment Services Procures An Integration Training Pilot, In Which Two Service Providers Are Selected To Implement Training For A Total Of Approximately 300 Clients (3 Initiations / Service Provider, Approximately 50 Clients Per Initiation). The Acquisition Includes An Option Option Of The Same Extent. The Contract Is Temporary. The Integration Training Is Implemented As A Unit Based On Credits, Where 1 Credit Corresponds To 27 Hours Of Work. The Training Progresses In 8-Week Periods, And Students Are Defined An Individual Study Path And Goals Before The Training Begins. The Goal Of The Acquisition Is To Organize Integration Training, Where The Student Progresses According To His Individual Plan Towards Functional Basic Language Skills (B1.1) And Employment Or Transfer To Further Education. The Education Is Structured Around The Students Own Goals, Study Readiness And Life Situation, Not Based On Fixed Groups And A Common Pace Of Progress. Students Each Participate In Different Contents According To Their Own Personal Study Plan, Whereby The Education Adapts To The Needs Of The Student And Not The Student To The Structure Of The Education. The Goal Is That A Flexible Education Structure Produces Better Learning Results, Faster Employment And Smoother Transitions To Further Education. The Agreement Is Scheduled To Start On November 1, 2026, However, So That The Agreement Enters Into Force When The Parties Have Signed It. The Contract For The Actual Procurement Period Of The First Ranked Supplier Ends On 31.3.2029 And The Contract For The Actual Procurement Period Of The Second Ranked Supplier Ends On 30.4.2029. The Acquisition Is An Acquisition Exceeding The Eu Threshold Value. Background And Objective Of The Acquisition Structural Challenges Have Been Identified In The Current Integration Education Model, For Which New Solutions Are Sought With This Acquisition. The Current Model Is Group-Oriented And Does Not Encourage Individual Solutions. Performance Bonuses Do Not Steer Operations In The Desired Direction. Education Is Interrupted By Employment, Even If Integration Is Still In Progress And Employment Is Not Always A Permanent Solution. Employer Cooperation Has Also Not Reached The Desired Level. The Administrative Coordination Of Training Is Difficult Because Internal Transfers And Changes Require Separate Official Decisions. In This Acquisition, A New Kind Of Training Model Is Being Tried Out, In Which These Challenges Are Met. The Performance Bonus Model Will Be Renewed To Cover Not Only Employment But Also Faster Transitions To Education, And The Level Of Bonuses Will Be Increased From Before. The Education Is Not Interrupted Until Employment, But The Student Can Continue The Integration Education While Working. The Development Of Employer Cooperation Is Included In The Procurement As A Development Project, And The Steering Group Also Includes The Representative Of Helsinki Employment Services Employer Services.
