Request for proposals for Documenting Ethiopias Electric Mobility Journey Videography Services SCOPE OF WORK AND OUTPUTS/DELIVERABLES The selected consultant will be responsible for the full production cycle of the documentary, from pre-production planning through to final delivery of all outputs. The scope covers the following phases: Phase 1: Pre-Production Working closely with WRI team (including communications staff) and MoTL, the consultant/firm will develop a production plan before any filming begins. This includes: - Developing creative treatment, documentary outline or preliminary script, and storyboard outlining the proposed narrative, interview approach, visual style, and key scenes for review and approval by WRI and MoTL. - Preparing a detailed shot list and interview guide in consultation with WRI and MoTL. - Identifying and confirming filming locations across Addis Ababa and, where applicable, other relevant locations. - Liaising with interviewees identified by WRI to coordinate interview schedules and filming locations. - Managing all project coordination and implementation to ensure delivery within the agreed scope, timeline, and budget. - Submitting a final production schedule, including filming dates and post-production milestones, for WRI approval at least two weeks before filming begins. Phase 2: Production The consultant will lead all filming activities, including: - Obtaining all required filming permits, permissions, and interviewee consent forms, with support from WRI and MoTL in facilitating access to relevant institutions, stakeholders, and locations where necessary. - Obtaining informed consent from all interview participants prior to filming and ensuring that filming is conducted in a respectful, ethical, and culturally appropriate manner. WRI can provide templates. - Capturing aerial (drone) footage, where approved and legally permitted. - Conducting interviews, B-roll filming, and location shoots in accordance with the approved production plan. - Ensuring high production quality through the use of professional-grade cameras, audio equipment, lighting, and other production equipment appropriate to each filming location. - Managing the production crew and all on-site filming logistics. - Keeping WRI informed of any changes to the filming schedule or access issues. - Conducting interviews in Amharic or other local languages, where appropriate, and ensuring material is captured for subsequent translation and subtitling. - Maintaining secure backups of all raw footage and project files throughout the production period. Phase 3: Post-Production - Completing professional editing, color correction and grading, sound mixing, and audio mastering. - Producing professional motion graphics, title cards, maps, and simple animations where appropriate to support storytelling. - Delivering a rough cut to WRI and MoTL within the agreed timeline for review. - Incorporating up to two rounds of consolidated feedback from WRI and MoTL. - Providing English subtitles for all non-English-language content and separate caption (SRT) files for digital distribution. - Ensuring that all music, archival footage, graphics, and other third-party content are appropriately licensed and cleared for WRIs intended distribution channels. - Producing the final documentary in accordance with the agreed technical specifications. Phase 4: Final Delivery The consultant will submit: - The final documentary is in the required formats (4K and HD). - All organized raw footage, audio recordings, photographs, and editable project files. - All subtitles and caption files. - Documentation confirming that all third-party content has been appropriately licensed.
