Strengthening the technical, organizational, and entrepreneurial capacities of producers and local organizations to stimulate the economic development of rural communities. ii. Establishing a gender-responsive financing mechanism tailored to the needs of smallholder farmers and SMEs (Guarantee Fund), with 35% participation by women. iii. Promoting access to microcredit, particularly through cooperatives. iv. Promoting inclusive and participatory local governance, ensuring the effective participation of women, youth, and marginalized groups in community decision-making bodies. v. Supporting the development of community leadership, particularly among women and youth, to strengthen social cohesion and the collective management of local initiatives. vi. Encouraging inclusive local womens economic initiatives to improve incomes, resilience, and the livelihoods of rural households. vii. Implementing capacity-building, mentoring, and community support activities to promote local entrepreneurship and empower women and youth. viii. Promoting social and financial inclusion in rural areas by developing financial services adapted to small producers, including vulnerable groups such as rural women and marginalized communities (particularly the Batwa), within local development initiatives. ix. Training and supporting womens cooperatives involved in the promoted value chains, as well as private promoters of cost-shared subprojects, in preparing bankable business plans targeting local and regional markets. x. Establishing participatory monitoring and evaluation mechanisms at the local level, incorporating disaggregated data to ensure inclusive and effective management of community development. 3.
