The Ministry Of Health And Care Wishes To Carry Out An Analysis Of The Health Platform That Follows Up On The Stortings Decision: The Storting Asks The Government To Ensure That An Independent, Limited Analysis Is Carried Out Designed So That The Purpose Of The Analysis Will Be Learning For Similar Projects And Further Improvement And Further Development Of The Health Platform. This Is To Ensure The Goals Of Interaction, Quality And Efficiency In The Services At All Levels. The Implementation And Design Of The Analysis Shall Not Exceed The Ongoing Improvement And Further Development Of The Health Platform. The Analysis Must Look At The Existing Knowledge Base. The Purpose Of The Analysis Shall Be Learning For Similar Projects And Further Improvement And Further Development Of The Health Platform. The Purpose Is Twofold: Part One Emphasizes The Learning And Improvement Dimension For Other Similar Projects • Corresponding Projects Mean Digitization Projects In The Health And Care Sector, But Other Sectors May Also Be Relevant. We Use The Dfø/Project Wizards Definition Of Digitization Project As A Basis. • The Analysis Must Emphasize What Promotes And Inhibits Interaction And Sharing Of Data Across Actors And Levels • The Analysis Must Point Out The Areas That Have Value For Learning, And Identify And Analyze The Mechanisms That Caused Known Risk Factors To Have Such Great Consequences. Furthermore, The Analysis Includes Learning From All Phases Of A Digitization Project, Including The Procurement Phase. • The Analysis Must Take As Its Starting Point The Objectives Of Interaction, Quality And Efficiency In The Services At All Levels. • The Analysis Must Emphasize What Promotes And Inhibits Interaction And Sharing Of Data Across Actors And Levels Part Two Is About The Health Platform, And Is Limited To • Improvement And Further Development Of The Health Platform, And Is Not A Decision-Making Basis For Whether The Health Platform Should Be Discontinued Or Not • This Part Of The Analysis Should Be Seen In Connection With The Program For User Friendliness And Optimization Under The Auspices Of The Health Platform The Analysis Must
