Air-Rescue Services – Procurement Procedure For The Operation Of A Rescue Helicopter Chr. Odenwald At The Ravenstein Site. The Client Intends To Contract Out The Implementation Of Air Rescue With The Rth Christoph Odenwald At The Location To Be Built In Ravenstein For The Period From July 1St, 2027 To December 31St, 2052 (25.5 Years). The Implementation Of Air Rescue Is To Be Carried Out As An Emergency Rescue Task. The Service To Be Awarded Includes • The Provision Of A Suitable Rescue Helicopter (“Rth”) Including The Necessary Medical-Technical Equipment For The Operation Of The Rth Christoph Odenwald From 8 A.M. To 8 P.M. Every Day; Expansion Of Operational Readiness In The Summer Months From Sunrise (If This Is Before 8:00 A.M.) And Until Sunset (If This Is After 8:00 P.M.)); • The Construction And Operation Of An Air Rescue Station On Land Made Available By The Neckar-Odenwald District; • The Provision Of The Helicopter Pilots, Emergency Doctors And Hems-Tc Necessary And Suitable For The Operation Of The Rth; • The Implementation Of Primary And Secondary Operations (“Dual-Use Model”) In Accordance With The Relevant Legal And Administrative Regulations. Note On The Air Rescue Station: The Required Air Rescue Station In Ravenstein Does Not Yet Exist At This Point In Time. However, The Client Has Already Identified A Suitable Piece Of Land, Which The Successful Bidder Is Obliged To Use By Concluding The Leasehold Contract With The Neckar-Odenwald District As The Property Owner In Annex 13. Since It Cannot Currently Be Assumed That The Construction Of The Air Rescue Station Will Be Completed By The Planned Start Of The Service On July 1St, 2027, The Rth Christoph Odenwald Must Be Operated From An Interim Location From The Start Of The Service Until The Air Rescue Station In Ravenstein Is Completed. As Soon As The Permanent Location Is Ready For Occupancy, The Move From The Interim Location Must Take Place There Immediately. The Client Is Aware Of Two Possible Airports That Could Be Considered As Interim Locations. Although These Are Not In The Area Intended For The Report, They Are In The North Of Baden-Württemberg. These Are The Following Airfields: • Walldürn Airfield, Am Flugplatz, Würzburger Str. 33, In 74731 Walldürn And • Mosbach Airfield, Am Flugplatz 5, In 74821 Mosbach. The Service Provider Is Obliged To Operate The Interim Location At One Of These Two Airfields. The Existing Operating Licenses For The Airfields Already Allow The Operation Of A Location At The Times Mentioned Above. In Addition, The Respective Operators Of The Airfields Have Assured The Client That All Bidders In The Present Procedure Will Be Treated Equally And Have Provided The Information Contained In Annexes 14 And 15.
