The Purpose Of The Framework Agreement Is To Ensure Security Of Delivery Of Shifts For The Following Service Categories: • Fixed Shift: O Fixed Shift Means Fixed Staffing At A Specific Location For A Defined Period Of Time In Accordance With The Duty Instructions In Force At Any Time • Duty Rotation And Supervision: O Duty Rotation Means The Execution Of A Duty Instruction Defined In More Detail By Etk As Set Out In The Suppliers Rotation Description. • Escorting: O Escorting Means Accompanying And Supervising Non-Security-Approved Externals, E.G. Suppliers, Contractors Or Consultants And Their Employees At The Armed Forces Establishments. The Detailed Content And Scope Of The Services Can Be Seen In The Tender Material. The Framework Agreement Is Awarded To Two Suppliers, Who Are Ranked In A Cascade Based On Etks Bid Evaluation, Cf. Section 4. Concrete Orders For The Framework Agreement Are Allocated As Follows: Orders Are Allocated To The First Supplier In The Cascade. If, Due To Capacity Reasons, This Supplier Cannot Carry Out The Order Within The Set Deadlines, Cf. Clause Of The Framework Agreement. 9, The Second Supplier In The Cascade Will Be Awarded The Order. The Framework Agreement Has An Expected Estimated Value In The Ordinary Term Of The Agreement Of Dkk 225 Million. Exclusive Of Vat Distributed Over Dkk 100 Million. In The First Year Of The Agreement, Dkk 50 Million. In Each Of The Second And Third Years Of The Framework Agreement And Dkk 25 Million. In The Fourth Year Of The Framework Agreement. The Estimate Assumes That Conditions Occur During The Agreement Period Which Affect Turnover On The Framework Agreement In A Downward Direction, Including But Not Limited To The Use Of Conscripts For Guarding Duties. See Clause Of The Framework Agreement. 7.1 For More Details On This. There Is, However, A Great Deal Of Uncertainty As To Whether Conditions Will Occur That Affect The Turnover Of The Framework Agreement In A Downward Direction, And If Conditions Do Not Occur That May Have The Stated Effect, And The Framework Agreements Options For Extension For Up To 36 Months Are Fully Exercised, The Value Of The Framework Agreement In The Total Term Is Estimated At Dkk 700 Million. The Value Is Only An Expression Of An Estimate, Which Is Based On Previous Purchases And The Expected Future Purchases At The Time Of The Tender. The Expected Estimated Economic Value Is Thus Not Binding For Etk, And The Supplier Cannot Consider The Estimated Value As A Guaranteed Turnover Or Obligation For Etk To Agree A Certain Quantity Of The Services Covered By The Framework Agreement. The Maximum Financial Scope Of The Framework Agreement During The Total Term Amounts To A Total Of Dkk 1.1 Billion, Excluding Vat. The Maximum Financial Scope Of The Framework Agreement Thus Constitutes A Right For Etk To Purchase Via The Agreement Regardless Of Whether The Purchase Volume May Exceed The Annual Estimated Value. The Framework Agreement Will Terminate Without Notice If Etks Maximum Value Of The Framework Agreement According To The Tender Notice Is Exceeded Prior To The Above. The Reason For The Maximum Value Of The Framework Agreement Is The Risk That Etks Future Needs Exceed Those At The Time Of The Tender
