General Information The Middle East North Africa Sector Network (MENA SN) Ignition Facility supports innovative initiatives that generate practical evidence and transferable approaches for Private Sector Engagement (PSE). Within this framework, the initiative Developing and Testing Replicable TVETPrivate Sector Partnership Models for Employment in Fragile MENA Contexts aims to develop, validate, and document practical partnership models that strengthen cooperation between Technical and Vocational Education and Training (TVET) institutions, private sector actors, employment systems, and intermediary organizations. The initiative responds to persistent challenges in strengthening the relevance of TVET systems and improving school-to-work transitions in fragile and conflict-affected contexts, where cooperation between education and labour market actors often remains fragmented, project-based, and insufficiently institutionalized. Building on experiences from Lebanon and Palestine, the initiative seeks to identify, assess, and document partnership models and mechanisms that facilitate private sector engagement in TVET and employment systems, including Work-Based Learning (WBL), In-Company Training (In-CT), employer engagement approaches, intermediary-led cooperation mechanisms, and publicprivate governance structures. Lebanon will serve as the primary assessment context, while Palestine will serve as an adaptation and comparative learning context. Through a structured comparative approach, the initiative will analyze the effectiveness, feasibility, and transferability of selected partnership models and generate practical recommendations, tools, and knowledge products that can be adapted and replicated across other fragile MENA countries. II. Context The initiative is structured around five main outputs: (i) an inception note and methodology framework, (ii) a TVETPrivate Sector Partnership Framework, (iii) validation findings and model refinement recommendations, (iv) a comparative assessment of experiences from Lebanon and Palestine, and (v) practical knowledge products and implementation tools to support replication across the MENA region. To achieve these outputs, the assignment combines country-level evidence generation with regional analysis and knowledge development. The Lebanon assessment shall be drawn on experiences generated through ongoing TVET and private sector cooperation initiatives, conducted by a national lead consultant, while a second separate consultant will be contracted to undertake the Palestine assessment and generate country-specific evidence and findings.The national consultant will be responsible for ensuring methodological consistency between both country streams and consolidating findings into a coherent analytical and comparative framework. The national lead consultant will work closely with the project teams in Lebanon and Palestine, relevant stakeholders, and the second consultant throughout the assignment. Particular emphasis will be placed on identifying partnership models that focus on sustainability, private sector ownership, adaptability, and replication across fragile MENA contexts. The assignment will therefore combine assessment, stakeholder validation, comparative analysis, and knowledge product development to generate practical recommendations for future programming, policy dialogue, and private sector engagement initiatives. GIZ shall hire the contractor for the anticipated contract term, from 20.07.2026 to 30.01.2027. The national lead Contractor shall perform a set of interlinked tasks, which shall be performed in coordination with another consultant that will be contracted and external stakeholders. The contractor is expected to independently set up coordination meetings with the other consultants and stakeholders and agree with them on reporting channels, communication routines, and coordination mechanisms for the entire mission.
