Expression of Interest for Conduct of the 2026 Move Annual Farmer Survey for the Cashew and Rice Value Chains in West Africa The MOVE programme. On behalf of the German Federal Ministry for EconomicCooperation and Development (BMZ), with co-financing from the Bill & Melinda Gates Foundation (BMGF) and the European Union (EU), Deutsche Gesellschaft für InternationaleZusammenarbeit (GIZ) GmbH implements the regional programme Market-Oriented ValueChains for Jobs and Growth in the ECOWAS Region (MOVE). Running from January 2022 toJune 2027, MOVE operates in six countries Burkina Faso, Côte dIvoire, Ghana, Nigeria,Senegal, and Sierra Leone targeting around 110,000 smallholder producers and 115processing enterprises. The programme strengthens the competitiveness of domestic riceand cashew value chains to improve farmer livelihoods. Objective. To monitor progress and support evidence-based decisionmaking, MOVE conducts an annual Farmer Survey across its programme countries. The survey assesses the uptake of programme interventions, behavioural changes among beneficiaries, access to services, adoption of improved practices, productivity gains, resilience outcomes, and emerging income and market benefits. MOVE intends to contract a qualified consulting firm to design and implement the 2026 Annual Farmer Survey, covering the cashew and rice value chains in five countries: Ghana, Côte dIvoire, Nigeria, Sierra Leone, and Senegal. Tasks to be performed by the consultant The contractor shall design and implement the 2026 Annual Farmer Survey across five MOVE countries with the following tasks: (i) an inception phase comprising a desk review and development of a survey questionnaire and Focus Group Discussion (FGD) guide; (ii) sampling and beneficiary selection, applying a stratified three-stage random sampling design to draw a sample of approximately 2,100 farmers from a universe of around 107,500 trained farmers; (iii) data collection through face-to-face structured interviews (CAPI platform) and 60 FGDs, supported by locally recruited and trained enumerators; (iv) data cleaning and analysis, applying post-stratification weights to extrapolate results to the full population and triangulating quantitative findings with qualitative FGD data; and (v) reporting. Personnel concept For this assignment, we seek a firm to provide a team of three senior experts: a Team Leader and two Key Experts (a quantitative and a qualitative analyst). The Team Leader and both Key Experts should hold a university degree in social sciences or a related discipline, have relevant experience in this type of data collection, and be fluent in English (C1) and French (B2), as data will be collected in both anglophone and francophone countries. The expert team will be responsible for recruiting approximately 40 local enumerators, so the consultant should have access to a wide network of enumerators across the five survey countries. Scope of assignment To complete the outlined assignment will require a total of 209 expert days (67 days Team Leader, 75 days Key Expert 1, and 67 days Key Expert 2). The assignment will be performed during the period of 1 September 2026 to 31 March 2027.
